Our client is a major Oil and Gas Refinery in Northwest Ohio.

The Role:
I. Position Information
Position Title: Sr. Procurement Specialist Department: Finance
Reports To: Procurement Manager

This position is accountable for economically filling identified demand for medium and high value goods and services offered by 3rd party providers as directed. The position will establish and negotiate procurement agreements and programs in cross functional team, task oriented and individual work environments. The position identifies and works to deliver opportunities for leverage across business units. This job description is intended to provide an overview of the position and does not include all the activities that might be required to provide support for your area job requirements. Responsible for developing contract strategies for assigned portfolio, also to lead the sourcing and contracting process for assigned projects and services requests. Execute contract documents that mitigate risks and derive best value. Assist in performance management of the contractor selected and perform contract administration duties as required for implementation of the contract and in accordance with the contracting process. Success within this role will be measured by engagement of key stakeholders, by timely and quality supply of services and sustained value delivery.

LEADERSHIP/MANAGEMENT
• Supports and contributes to BP-Husky Refining, LLC objectives by executing the site Procurement strategy.
• Establish relationship with key stakeholders for early identification of demand.
• Routinely communicates openly and with integrity with colleagues to align direction between Procurement and the BP-Husky Refining, LLC strategy.
• Supports compliance to standards and policies. Minimizes risk and cost exposure.

PROCUREMENT/RESPONSIBILITIES
• Works closely with business unit personnel to determine needs for and procure goods and services
• Leads procurement cross functional teams
• Provides center of expertise support: Uniform Commercial Code (UCC), contract terms and conditions
• Executes the procurement process for identified demand: a) defines scope, b) conducts industry and market analysis, c) develops
• Sourcing selection, compensation, negotiation, agreement, relationship and continuous improvement strategy, d) implements
• strategy
• Manages vendor relationships, expedites and resolves improvement and performance issues
• Analyzes spend and gathers intelligence from suppliers
• Directs contractor’s procurement activity
• Develops and executes contracts for the acquisition of services and equipment within assigned portfolio in adherence with the PSCM Contract Management Common Process.
• Works with Legal to ensure compliance with all BP requirements and legal statutes.
• Conducts contract negotiations and ensures accuracy and completeness of the contract development and negotiation process.
• Reviews contract performance and ensures compliance with contract pricing, terms and conditions and service levels, in adherence with the PSCM Supplier Management Common Process.
• Maintains an understanding of the services and equipment marketplace to ensure competitive positioning in the development and execution of contract strategies.
• Works with Sourcing teams and key Stakeholders to develop scope, objectives, RFPs and drafts specialized language specific to business requirements or commodities, in adherence with the PSCM Sourcing common procedure.
• Ensures the development, publication and maintenance of contract briefs
• Consults with Legal and Procurement Lead to maintain up to date a local repository of standardized contract templates - CONFIRM (Contracts Framework in Refining & Marketing).
• Works with Procurement specialists in developing negotiating strategies and conducts negotiations
• Ensure appropriate contract files are maintained in accordance with document retention policy and support audit activity.
• Provides discipline and adherence to established policies and procedures in contract termination proceedings.
• Develops and implements clear and concise supply contracts, which align with CONFIRM templates and which consider all legal and commercial dimensions, including remuneration mechanisms, key risks (including supply, commercial and legal risks), and exit strategies.
• Supports ongoing contract management, as appropriate, including the establishment of performance-reporting mechanisms.

Key Challenges of the Position

• Proactively approaches business unit management with strategies and tactics to optimize business unit performance and
identifies opportunity projects related to third party spend and operations
• Monitors commodity markets/governmental regulations and helps drive change
• Leverage economics across all sites
• Understand the technical and commercial factors that are relevant for each transaction and how to influence/impact them to
derive maximum benefit for BP-Husky
• Apply knowledge of commercial contract law and BP-Husky guidelines, practices and requirements to assess, plan and negotiate
best terms and conditions
• Support federal strategic efforts (global procurement initiatives and special projects, peer challenges, peer assists, e-commerce,
sourcing teams, 3rd party spend reductions, etc.)

Essential Skills / Qualifications:
1. Educational background: Bachelor’s Degree preferred

2. Experience (years and nature): Minimum of five years commercial or procurement experience. Supplier evaluation and
selection experience. Negotiation experience. Project management experience

3. Other: In depth familiarity with businesses unit to be supported either through job experience or developed
relationships. Understanding and application of business law
