The Company:
A global Oil & Gas operator with extensive operations in the Caspian Region is seeking an experienced candidate with proven Operations and/or Projects background for the role of Start Up Engineer within the Category B & C Operations Team.

The Role:
- This will be a 4 weekly Rotational role, from Home base to Baku.
- This new role within GOO Engineering Services reports to the Project Operations Manager, and successful candidates are required to travel to both Offshore and Onshore sites for the Start Up Execution of Category B and C Project scopes.
However the position will also be Baku Office based for periods dictated by Project Priorities, with regular visits to Project affected Sites both Onshore and Offshore.

- In the role the successful candidate will be responsible for providing both Engineering and Start Up inputs into the various Projects, such as Hazop, Document reviews, Commissioning & Start Up strategies. He/She will enable a strong interface with both the Package Engineers and Commissioning teams to help deliver successful and timely Project build, Commissioning and Handover to Operations.
- The Candidate will also be responsible in the timely delivery Operations Readiness Plans (ORP) and the development of Start Up Execution Manuals (SUEM) for the specific Project portfolio.
- The candidate will have Internal interface relationships, with Project Package Engineers, Certification Engineers, Operations Specialists, OTL/OSM, Planning Engineer, HSEQ Advisors/Engineers, with possible external interfaces, with Sub contract representatives, Equipment vendors, and Third Party Instrument Inspectors - The successful candidate will ensure clear and effective communication, verbal and written with those impacted by respective Projects.

Key accountabilities:

As the Projects Start Up Engineer, your main accountabilities will be:

- To deliver SUEM for specific Project Portfolio systems.
- Liaise with Project Commissioning teams nominated Site Operations Personnel with a view to providing assurance of delivery of Project Operations assurance, Systems Safe and Operable.
Prepare detailed facility start up procedures based on the project start-up strategy, e.g.
•Identify and prepare the required plant performance testing procedures for hydrocarbon and Utility Systems.
•Prepare the Start Up Execution Manual.
•Prepare a detailed Start Up Plan based on the procedures
•Prepare and control a set of valve line up process and instrument diagrams (P&IDs) for start-up.
•Provide respective training to operations team for start-up procedures.
•Identify design or operational limits (both minimum and maximum), which will be encountered during start-up and then initiate mitigation plans.
•Proactively identify, assess, communicate and mitigate any risks/opportunities associated with the planned start-up – including any potential Simops with operating plant.
•Support the delivery teams in the implementation of Company Certification systems and Handovers.
•Develop and maintain a start-up SIMOPS matrix to ensure that start-up activities do not compromise the project HSSE commitments.
- Coordinate changes to ensure new facilities and equipment are Started Up and tested within the design intent.
- Ensure any Project Lessons Learned are taken forward and incorporated as necessary.
- Work closely with both Onshore and Offshore Operation to support on-going operations activities and Procedures that may be impacted by the Project deliverables.
- Building relationships with Project Engineering and Commissioning Teams to enable a smooth Transition of Project Deliverables.

Essential Skills / Qualifications:
Degree in engineering or relevant technical experience
Minimum 6 years’ experience in the industry.
- Extensive experience in facility/operations/maintenance support in an operating facility..
- Attend Project meetings and represent and present Operational inputs.
- Proven ability to work in and with diverse groups, and to work on own initiative
- Fully conversant with engineering drawings, project schedules and the ability to produce written reports.
- Contributing to HAZOP, LOPA, SIL and Alarm Management reviews for Project scopes.
Ensure all start up activities are in line with Company integrity management standards, e.g.
•Support the project Go/No go and pre-start up PHSSER process.
•Act as Focal point of contact for start-up issues.
•Ensure that the Start Up Execution Manual is signed off prior to beginning each start up milestone.

Desirable Skills / Qualifications:
- Previous experience/exposure in Oil/Gas Start Up, or Commissioning Operations.
- Knowledgeable in Project practises and management
- Bachelor’s Degree in Mechanical, Chemical or Petroleum Engineering preferred
- Previous experience in development of Start-up Procedures is preferred.
- Familiar with System Certification and Handover Processes.
