The Role:
POSITION REPORTS TO : Construction Lead
KEY ROLES:
•Implement HSE and QA methods to the SCV Build design and execution scopes of work.
•Lead the team in Baku for the SCV Build & QC supervision teams to ensure HSE targets are met and a safe working environment is provided for team members in line with Company’s expectations.
•Deliver the SCV scopes of work to the project in accordance with the documented governance roadmap and fully operational to meet execution timelines and provide support through the transition to contractor execution.
RESPONSIBILITIES:
•Maintain awareness of, and promote, project goals in respect of HS&E, QA, schedule and technical integrity, including participation in regular audit activities.
•Ensuring that Shipyard QHSE standards are maintained, monitored and make suggestions for improvement in accordance with Company expectations.
•Implementation and monitoring of the shipbuilding contract structural SoW, monitoring and reporting of any deviations that may risk the project delivery.
•Ensuring that the shipyard project execution plan is implemented and monitored and make suggestions for improvement, including regular reviews to ensure suitability.
•Ensuring the successful completion of the SCV in accordance with the project schedules in readiness for the execution of the project SCV SoW.
•Ensuring that the build construction meets the expectations of the design criteria.
•Reporting of any construction deviations to the relevant personnel and verifying any modifications are in line with Company expectations.
•Ensuring that the installation teams/contractor are kept informed of any design changes that may affect installation criteria.
•Monitor and report on all structural, weld and NDT progress or issues to the Construction Manager.
•Provide regular reports (weekly & monthly) to the construction and project managers.
•Ensure that the vessel is constructed in accordance with flag state, classification society rules for the building of ships and any other associated industry requirements (IMCA) and ETP’s as required.
•Maintain a good working and open relationship with Company shipping.
•Provide assurance to the construction manager for the structural elements of the SCV.
•Making it a priority to maintain a good working relationship with the Shipyard and Contractor project and senior management members.
•Cooperating closely with the site team members, the Company Construction Manager and the Yard’s Project Manager.
•Monitor the performance of subcontractors and initiate actions if delivery deviates from specifications and schedule.
•Ensure that the work and social ethics on all aspects of the project adhere to the Company and internationally accepted standards.
•Attending project meetings as and when circumstances require.
•Establishing and maintaining regular contact with the Shipyards Project Managers and other representatives.
•Supervising the Shipyard’s vessel construction activities in close cooperation with the Yard’s site Construction Manager in relation to structural SoW.
•Taking a leading role in managing and monitoring the members of the structural site team on all relevant social, ethical and work related aspects.
•Assisting in the preparation and execution of contingency or construction recovery plan(s) in the event of schedule slippage.
•Monitoring and reporting whether structural inspections are carried out properly and according to Class/Company standards.
•Monitoring and reporting construction compliance with the main specification, drawings, QHSE guidelines and Classification Society rules and regulations.
•Preparing detailed project progress reports at regular intervals and distributing them to project relevant SCV management.
•The above responsibilities apply to both the Singapore Shipyard and the Baku Shipyard (BSY)
•Making regular inspections of the construction worksite to verify reports/actual progress and to lead HSE expectations – Baku and Singapore yards.
•Provide support during the transition period to the contractor and additionally provide technical support during the first year of operations.
Essential Skills / Qualifications:
•Degree in Naval Architecture
•Shipyard, Class or consultancy experience, eg. Construction Site Personnel, Classification Society Surveyor or experience conducting assessments for vessel conversions or structural damages.
•Membership of professional body, e.g. IMarEST, RINA, SNAME
