The Role:
The Sub-Contracts Engineer will be an experienced Procurement and Contracts Engineer and will be responsible for the review, execution, implementation and maintenance of contracts in compliance with applicable laws and regulations and Client policies.
The Senior Sub-Contracts Engineer takes a leadership role in communicating and negotiating contracts and agreements with Client subcontractors and service providers
Provide support to Client in respect of development of Service Contracts to secure optimum uptime of operating assets.
Define remuneration and scope of services in conjunction with Client technical and commercial authorities.
Manage contracts and call off orders specifically assigned services and equipment at the lowest total cost for quantity, quality and delivery required.
Serve as the leader or primary contact in negotiations with clients and/or subcontractors
Responsible for delivering professional contract support to the organisation and Client
Ensures compliance with company policies and procedures in the contracting process
Establish and maintain solid working relationships with Client and Contractor counterparts in contract management.
Maintain files and records of Contracts, and cost reports. Provide backup to support the Project Manager.
Development, preparation, negotiation, execution and management of sub-contract agreements on behalf of Client
Communicate and work closely with all Client departments and personnel to co-ordinate delivery of Scope of Services against planned maintenance schedules and unplanned shutdown, provide accurate relevant contract information
Liaison with Clients over commercial & contractual proposals and associated negotiations insuring that the Client risk and exposure are properly managed
Ensure proper and consistent administration of all tenders and service contracts
Analyse tenders and contract risk in compliance with Companies Corporate policies
Maintenance and review of ongoing and current contracts
Co-ordination with Client Representative on legal matters as required
Maintenance and review of contract filing system and/ or data base
Mobilise Sub Contractors in line with Client Operating Procedures and agreements within authorised limits
Understand the Client procurement system as appropriate and its relationships to the various interfacing systems. Maintain the commercial database to ensure dependant departments have prompt, accurate information.
Develop capability to obtain lowest possible cost through negotiations, competitive bidding and market and vendor knowledge. Accurately analyse and evaluate quotations from vendors. Aggressively seek and recommend cost saving opportunities based upon substitutions, standardisation, risk and reward.
Communicate with Sub Contractors to maintain operational support, schedules, equipment operating condition, notify of complaints or rejections, obtain and monitor cost information.
Attend weekly Contract meetings with Client representatives.
To keep the Project Manager and responsible project members aware of problems external and internal with regards to Sub Contractor performance.
Personally abide by ethical practice in all dealings with company and Client interfaces.

Essential Skills / Qualifications:
First Degree in QS, Business Management, Law, Finance or equivalent preferred
Practicing Member of the RICS or CIPS
Advanced negotiation skills
Strategic Contract development skills
Understanding of SAP Software Systems
Ability to offer functional process improvement tools and concepts
Experience with an operator or main contractor in contracts preferred, in the oil and gas industry particularly in reviewing, drafting, revising and negotiating contracts, agreements, and terms & conditions.
Team supervision
Controlling and operating a computerised purchasing system
Interfacing with Engineering, Project Management Legal and Client representatives
Multi site operations
