The Company:

The Role:
The overall execution of subcontracts, expediting and material administration activities in the project such as:
o Establishing subcontracting plan.
o Issue LoI, Prequalification’s and enquiries, perform bid analysis and recommendations and issue subcontracts.
o Follow up deliveries of services, materials, equipment and documentation.
o Settlement of accounts and close out.
o Perform any other tasks defined by the Project Director
- Interface with project management, engineering disciplines, 3rd party subcontractors, procurement, , warehousing, installation/commissioning and Client.

MAIN TASKS
The role holder shall on own initiative:
PROJECT EXECUTION MODEL:
- Ensure procurement and subcontracting review and preparation of necessary project specific adjustments and supplements of the procurement and subcontracting related parts of the execution model with focus on:
o Key Deliverables.
o Application Portfolio.
Ensure that the project application portfolio contributes to an efficient and quality assured execution of procurement and subcontracting work in accordance with the PEM methodology.
o Procedures.
o Work instructions.
o Delivery check lists.
- Ensure good PEM knowledge within the procurement and subcontracting organisation and arrange PEM introduction/training as required.
ORGANISATION:
- Demonstrate HSEQ Leadership by emphasising his/her personal commitment to HSEQ and by promoting our client’s HSEQ principles, HSE Mindset, Just Quality and Just Care.
- Ensure establishment and maintenance of an efficient subcontracting organisation, including Subcontract Engineers and Subcontract Administrators:
o with clear responsibilities, authorities and command/reporting lines.
o compatible with overall project organisation responsibilities, policies and project requirements.
o with proper and adequate personnel at all times.
o secure good interdiscipline co-ordination
- Prepare and execute necessary teambuilding activities within the subcontracting organisation.
- Focus on and contribute to a quality mind set within the subcontracting organisation.
- Manage the subcontracting organisation.
- Liaise with other organisational units internally and with Client.
SCOPE OF WORK / CONTRACT:
- Obtain detailed knowledge of the subcontracting scope of work.
- Focus on project vision, goals and strategies.
- Ensure that the contract and corporate ethical requirements are clear and understood by the project organisation.
- Ensure clear interfaces towards suppliers with respect to scope of work and responsibilities.



PLANS AND BUDGETS:
- In the project start-up period, review and verify manufacturing lead times and construction site need dates. Freeze the subcontracting package priorities (1st, 2nd, 3rd and 4th priorities) for all subcontracting packages in close co-operation with project management, engineering, planning, module fabrication and integration.
- Ensure establishment and maintenance of the subcontracting schedule for services, equipment and bulk:
o reflecting the entire project duration.
o in accordance with PEM and defined subcontracting package priorities
o in accordance with the overall project schedule.
o with clear ownership to all activities within the subcontracting - and MA organisation.
- Ensure establishment and maintenance of a subcontracting budget.
- Ensure that approved changes are implemented in the subcontracting schedules and budgets.
REPORTING:
- Ensure subcontracting input to project reporting in accordance with project routines:
o Progress & schedule input.
o Cost input.
o Risk & opportunity input.
- Attend regular meetings with Client where status of delivery schedules, cost and technical matters are brought up.
- Prepare subcontracting input to monthly reports.
- Report to Project Manager all matters of importance.
- Ensure collection of experience data and provide subcontracting input to project experience report.
EXECUTION:
- Ensure that subcontracting work is performed:
o in accordance with the project execution model.
o in accordance with subcontracting package priorities and schedule.
o within budgets.
o with focus on quality and HSE aspects.
- Ensure that services, equipment and materials are delivered and documentation supplied according to schedule, focusing at the priorities and levels of completion according to the PEM.
- Standardise the selection of services, materials, equipment and suppliers in co-operation with engineering and construction.
- Establish warehousing facilities and receiving routines that cover relevant aspects of logistics, quality control and document handling.
- Ensure necessary engineering participation within quality surveillance and follow-up of subcontractors.
- Implement corrective actions as necessary / as agreed.
- Ensure subcontracting input to the document control schedule and follow up overdue dates, expediting as necessary.
- Update schedule if any changes occur and highlight delays that may become critical - including any cost aspects.
