The Role:
The Commissioning Engineer is a key member of the Subsea Commissioning Team for the Project based in the Subsea Engineering Contractor’s offices with responsibility to coordinate and manage delivery of a safe, efficient and environmentally acceptable precommissioning and commissioning of all pipelines, flowlines, subsea spools and structures.
•Accountable for all precommissioning and commissioning activities related to the onshore and offshore pipelines, flowlines including all associated subsea spools structures
•Co-ordinate and manage contractors to achieve safe, efficient and seamless startup of the system
•To act as a focal point for all pipeline and flowline precommissioning and commissioning related activities
•To adhere to prepared budget levels for all pipeline and flowline precommissioning and commissioning
•Assist in the HSSE delivery for all commissioning activities
•Ensure compliance with project approved ETPs and specifications
•Direct commissioning contractor on pipeline / flowline related activities
•Provide assurance on contractor personnel competency and resource levels and ensure equipment is in place to perform the commissioning work
•Ensure contractor management compliance with project objectives and expectations.
•Ensure clear testing limits for commissioning work topsides and subsea
•Develop precommissioning and commissioning procedures and associated engineering documentation for pipelines, flowlines with consideration of the phased development approach
•Oversee / review all pipeline / flowline precommissioning / commissioning related documentation provided by the installation and commissioning contractors to ensure that it meets with the project objectives and standards
•Planning for logistics management for seamless commissioning operations
•To assist with the planning and scheduling of subsea systems pipeline / flowline commissioning sequences
•Liaise with the project Operations / Marine / Onshore & Offshore Facilities delivery teams to ensure interfaces are managed efficiently and pipeline / flowline commissioning philosophies and procedures are compatible
•Liaise with the subsea suppliers, pipe lay contractors, SPS contractor, topside fabricator subsea installation contractors to ensure interfaces are managed efficiently and commissioning philosophies and procedures are compatible
•To liaise with operations start up team in developing the overall project start up strategy
•Work to the agreed handover criteria between offshore construction and operations before the commencement of commissioning
•Participate in engineering and process safety reviews including Peer Reviews, Integrity Risk Reviews, HAZIDs and HAZOPs.
•Ensure Commissioning risks, especially high consequence risks are identified and managed effectively.
•Ensure technology risks are identified and managed effectively.
•Ensure the Subsea Commissioning Lead is kept fully appraised of key issues, status and outstanding actions.
•Promote safety & environmental responsibility in all aspects of Pre-Commissioning & Commissioning.
•Promote strong HSE performance and uphold the Code of Conduct.
