The Company:
A global Oil & Gas operator with extensive operations in the Caspian Region.

The Role:
Rotation: 6 weeks on, 2 weeks off

The primary responsibility of this role is to engineer and manage the safe and efficient pre-commissioning and commissioning of the project flowlines, pipelines, subsea spools and structures in line with the current industry standards and company specifications.

Overview of the role:

• Engineering and Management of precommissioning and commissioning activities
• Overseeing Pipeline and Flowline commissioning activities in the field
• Knowledge of Umbilical / Subsea control system commissioning activities
• Implement Certification and system handover process to the project

• Develop precommissioning and commissioning procedures and associated engineering documentation for Subsea structures, Pipelines and Flowlines
• Performance manage contractor precommissioning and commissioning activities on site. (Onshore & Offhsore)
• Oversee and review all pipeline / flowline precommissioning and commissioning related documentation provided by the installation and commissioning contractors to ensure that it meets the project objectives and standards
• Ensure strict compliance with project approved Engineering Technical Practice’s (ETPs) and specifications
• Liaise with the subsea suppliers, pipe lay contractors, SPS contractor, topside fabricator and subsea installation contractors to ensure interfaces are managed efficiently and commissioning philosophies and procedures are compatible
• To assist with the planning and scheduling of project subsea systems pipeline / flowline commissioning sequences
• Ensure the Project Subsea Commissioning Manager is kept fully appraised of key issues, status and outstanding actions
• Ability to coordinate and manage contractors to achieve safe, efficient and seamless startup of the project system
• To liaise with operations start up team in developing the overall project project start up strategy
• Knowledge of all subsea structures utilised on the project project such as PMAs, SSIVs, HIPPS and their associated workings and intervention requirements as per ISO 13628-8
• Develop system boundary limits such as leak test and hydrotest limits for pre-commissioning activities
• Understand subsea preservation and hydrate prevention using hygroscopic fluids and linear & cross linked gel technology
• Knowledge of Umbilical pre-commissioning activities and associated requirements
• HSSE responsibilities;
o Assist in the HSSE delivery and promote safety & environmental responsibility in all aspects of Pre-Commissioning & Commissioning
o Participate in engineering and process safety reviews including Integrity Risk Reviews, HAZIDs and HAZOPs
o Ensure commissioning / technology risks, especially high consequence risks are identified and managed effectively
• Subsea System Handover Management responsibilities:
o Fill in when the certification engineer is absent or provide support to certification engineer when required
o Liaison with key personnel from Construction, Commissioning & Operations to ensure a smooth and efficient System Handover Management (SHM) process is developed/maintained
o Full understanding of how the System Handover Management database is created, from how the subsea field is numbered and split into sub-system and systems, verification of tags, creation of check sheets and certification and programming of the Completions software
o Co-ordination with Engineering, Construction Contractor, and company Project team to ensure all certification requirements are achieved, this includes completion of Inspection Release Notes and compiling extensive certification packs.
o Develop and produce reports as required by Management, with the ability to develop specialist reports where required.
o Develop and maintaining up to date Limit of System Handover (LOSH) drawings for construction installation and commissioning test limits
o Ensure all Engineering data for upload into Completions database is verified as valid.
Basic Skills required
• Competent in communicating in English language both verbally and written
• Excellent inter-personal skills allowing seamless interaction with team members, discipline engineers & technicians
• Ability to produce written reports and procedures to high standards expected by Company.
• Computer literate in MS Word, MS Excel, MS Powerpoint, MS Visio and Certification Databases
• Ability to work on own initiative.

Essential Skills / Qualifications:
Minimum Qualifications

• Engineering Degree qualified from recognized institute
• Offshore Survival Course – BOSIET.

Experience

• Previous employment in an engineering / installation company with experience of developing project documentation through the Select, Define and Execute phases of the same project.
• Demonstrate HSSE Leadership and personal commitment to Safety
• Awareness of company or similar safety management systems
• Ability to work with interdisciplinary teams and communicate with discipline engineers
• A proven decisive and pro-active team player with good communication skills
• Demonstrate knowledge of flowline, pipeline and umbilical pre-commissioning and commissioning specifications and industry standards
• Demonstrate Knowledge of Intervention on subsea production systems as per ISO 13628-8
• Proven ability to develop specifications, methodologies and philosophies, operational procedures, practices and strategies from first principles
