The Role:

Objectives:
• Establish a commissioning execution plan to deliver the Subsea system in line with GPO’s SO&R, OMS and MPCP V3 requirements.
• Manage the commissioning support services contract to ensure that the contractor is delivering to price, schedule and technical specification.
• Provide precommissioning services to delivery PGMs and project managers throughout installation activities.
• Engage with engineering managers and operations teams to assure commissioning requirements are consistent with design and operating constraints.
Responsibilities:
• Ensure a safe and consistent approach through all subsea commissioning phases of the project, while meeting HSSE and regulatory requirements.
• Manage all subsea commissioning plans, interfaces, processes and procedures for the delivery teams and drive close-out performance.
• Manage recruitment, review and select all commissioning personnel in line with allocated PSPC headcount.
• Develop and manage the commissioning costs estimate and budget across the project.

• Provide input to the project-integrated schedule and deliver detailed commissioning schedules.
• Implement and manage a standardised certification / system handover management process compliant with GN 32-38. This should be an aligned approach to Mechanical Completion, numbering systems and meet the requirements for hand over to operations (SH1).
• Develop system boundary limits, leak test limits, and high pressure/low pressure (HP/LP) interfaces during commissioning, and gain the approval of the discipline engineering and agree with construction teams and operations.
• Lead workshops in commissioning simultaneous operations (SIMOPS) and commissioning reviews following through on actions.
• Provide commissioning progress reporting and measure contractor performance.
• Work with the operations managers and engineering managers to ensure appropriate requirements for start-up are incorporated into commissioning procedures in a consistent manner.
• Manage commissioning input into installation contractor precommissioning scopes, ensuring that commissioning requirements are addressed.
• Work with the operations team and start-up managers to prioritize system handover sequence.
• Identify, manage and align commissioning spares and consumable/first fill requirements across the project (may include BDJF/onshore terminal/offshore).
• Act as single point coordinator for the commissioning portion of the Project Health, Safety, Security, and Environmental Reviews (PHSSERs).
• Provide input to design reviews and audits and ensure lessons learned from other large-scale subsea projects are captured, reviewed and applied as appropriate
• Own and manage the project commissioning risks and RAPS.
• Provide visible and pro-active support for a standardised approach to the preservation of equipment/systems/facilities across the project.
• Manage the generation of any MOC’s/ECR’s that come from the commissioning team and communicate through the retrospective approval channels for endorsement.
• Provide input on the design process to ensure that the facility can be commissioned safety and efficiently. Any element of design that may compromise this must be made aware to the engineering manager.
