Our Client is an independent Australian oil and gas company playing a key role in supplying energy to our region.

They are one of the world’s leading producers of liquefied natural gas, helping meet the demands for cleaner energy from Japan, China, Korea and other countries in the Asia Pacific region.

The Role:
A Subsea Construction Engineer will be involved in the management of 3rd Party Construction Contractors. They will have experience of executing major construction scopes and contract management in the following areas:

This covers activities that require engagement of Installation Engineering during Project Feed. Depending on the project schedule this includes;
BOD support
Feasibility Assessments
Engineering reviews
Workscope definition
Tendering and contract award
Assurance planning

Project Management and Engineering:
This phase includes activities required to establish the project group internally and the contractor.
Activities typically include:
Risk management
Assurance activities
Installation/intervention engineering management
Interface management (project/contractor)
Detailed planning

Offshore Execution:
Offshore execution phase commences at the start of the mobilisation and follows through all of the offshore activities up to and including demobilisation and close out. The Construction Engineer is required to act as the clients representative during onshore/offshore activities
Deliver technical compliance in accordance with Company SOW and Specifications
Ensure design integrity is maintained during installation engineering
Ensure audit trail is maintained for all technical decisions

Position Responsibilities:
A high focus is required in HSE particularly the development of strategies to ensure contractor outcomes are in line with company HSE policy and the Offshore Projects safety strategy.
Management of the Contractor to ensure that the technical; requirements of the Contract and Company specifications are complied with.
Interface with design team as required
Responsible for the review and comment on all technical & engineering documentation supplied by Contractor, collating responses from other identified reviewing parties (e.g. Quality, HSE and Engineering departments).
Responsible for the review and comment on all design documentation issued by Design contractors (subsea and topsides) which impacts scope of work as executed by Subsea Installation Contractor.
Administration of all Technical Deviation Requests and Queries (TDRQ’s) raised throughout the life of the Contract. Ensure TDRQ are responded to and closed out (with assistance as required from Quality, HSE and Engineering departments)
Resident Engineer onboard Contractor Operated Vessel or Client Operated Facility during offshore works
Workscope preparation including Preparation of Repair and Maintenance programmes and procedures
Generation Verification Plans and management of activities within an Assurance Framework
Supervision of engineering
Procedural reviews
Attend constructability reviews and HAZIDS
Attend weekly and monthly progress meetings with Contractor.
Assist Subsea Installation Coordinator as required in any additional works
Provide input to weekly and Monthly reports
Monitor Contractor progress against contract schedule and inform Installation Coordinator of any deviations from the schedule.
Engineering codes and standards for subsea installation
Government and regulatory requirements for offshore installation activities
Identify Document Review Matrix for Contactor supplied documentation within Supplier Document Schedule (SDS)
Ensure the technical requirements of the Contract are met – liaise with the Contracts Engineer/Procurement Officer to resolve any claims/variations
Provide technical input to any variations issued
Maintain surveillance of the Contract throughout its life, utilising expediting and inspection services as required, to ensure that the Project receives technically conforming goods for the price agreed
Assist Contracts Engineer/Procurement Officer to maintain a Claims Register
On completion of the Contract ensure that all technical requirements have been met, including As-Builts, documentation etc, prior to releasing final payment to the Contractor/Supplier
Provide technical input to the Contract Close Out Report

Essential Skills / Qualifications:
Typically all Subsea Engineers operating within the Subsea Operations Group will be degree qualified and have experience in the following areas:
Experience in subsea oil and gas developments across a number of key areas from wellhead through to production facility
Experience dealing with and resolving operational challenges such as well start up, subsea IMR, subsea construction, flow assurance and technical integrity.
Familiarity with all aspects of the project life cycle
Clear understanding of HSE Expectations
Ensuring that all environmental, health, safety and contractual issues are monitored and complied with;
Familiarity with Standards, Processes and Procedures
Remote Technology Intervention techniques.
Air diving and saturation diving intervention techniques.
Specialised construction activities.
Marine and offshore vessel operations.
Pre commissioning of production systems.
