The Role:
Initially London for approx. 4 weeks then 28/28 offshore Egypt

The Subsea Controls Commissioning Lead will also be functionally accountable to the Subsea Construction Manager and the Subsea Controls Commissioning Lead.

The Subsea Controls Commissioning Engineer is responsible for all subsea controls pre-commissioning and commissioning activities associated with the subsea facilities for the project. Duties will include all verification and certification activities associated with the FAT, EFAT and SIT of the subsea equipment. The verification scope also covers all pre-commissioning and commissioning activities that take place on the offshore control platform and the offshore installation and support vessels. The Subsea Controls Commissioning Engineer will assist in the development of the subsea controls pre commissioning and commissioning test plans and ensure technical compliance to company standards and guidelines. The Subsea Controls Commissioning Engineer is also responsible for development of and adding input to the subsea planning scope, including the planning and scheduling of the subsea pre-commissioning and commissioning activities as well as reviewing the EPCI schedules and plans.

The Subsea Controls Commissioning Engineer will ensure all scope and equipment interfaces are defined and that all roles and responsibilities for these interfaces are clear and agreed. The Subsea Controls Commissioning Engineer will assist in the preparation and planning of the subsea start-up as part of an overall integrated Start-Up of the project.
The Subsea Controls Commissioning Engineer will also be the responsible on site signatory for assurance and verification requirements for the subsea controls equipment and the subsea systems pre commissioning and commissioning via the company certification handover system and ensure that the completions system is structured so as to allow efficient verification and handover of the subsea equipment.

5. Contribute to all aspects of interface management; resolve conflicts, disputes, disagreements in a timely and efficient manner.

HSE

7. Demonstrate clear HSSE leadership to project team members, vendors and contractors promoting company HSSE objectives and ensuring application of company standards.
8. Be and active participant of the Commissioning and Start-Up related risk and hazard management process throughout the duration of the Project and manage to closure.
9. Ensure and establish that the proper HSSE processes are adhered to during pre-commissioning and commissioning activity.
10. Ensure the Contractor/vendor’s Project Teams fully understand the standard of HSSE performance expected by the company.

Commissioning and Start-Up Execution

11. Ensure the development of all subsea pre-commissioning and commissioning processes, procedures and activities are carried out in line with company Standards and Practices.
12. Participating in Equipment FATs, EFATS and FIT including:
Main and infield umbilicals, Xtrees, Manifold, SDA,SDU, CDU, RPM, SCM, MCS, ICSS, Stabplates, EFLs, HFL, FOFL, & all mounting Bases.
13. Attending/Participating in Project Equipment SITs – Various Sites.
14. Work developing/testing ICSS & MCS software
15. Attend on-going Software trials and manage revision releases.
16. Participate in the long-term software soak tests.
17. Compiling Subsea System Testing Philosophy.
18. Provide input to and assure delivery of Vendor pre-commissioning and Commissioning Engineers, workscope, test plans and procedures.
19. Review and approve contractor and vendor test plans and procedures.
20. Verifying successful close-out of all outstanding engineering, construction, installation and punchlist issues.
21. Establish handover system limits and acceptance criteria with Delivery Teams, Contractors and Operations.
22. Development and review of the subsea pre-commissioning and commissioning procedures and ensure that all aspects of the subsea controls commissioning are catered for.
23. Assist in the development of the onshore Controls Systems testing and the commissioning plans and procedures to ensure that the subsea controls testing is fully covered.
24. Establish clear Division of Responsibilities between the commissioning team and other contractors, operators and vendors.
25. Work closely with the subsea contractor construction and commissioning team to ensure alignment and preparation for the offshore installation and commissioning phase.
26. Work closely with the onshore contractor commissioning team and vendors to ensure all interfaces are defined and are properly aligned.
27. Carry out the Pre-Commissioning Umbilical scope and manage multiple teams for both projects

29. Working with Installation Team to ensure a comprehensive handover to Commissioning
30. Working with Operations Team to ensure a comprehensive handover from Commissioning
31. Working with site Commissioning Team to ensure a comprehensive commissioning handover
32. Develop and establish a robust offshore programme Completions System based upon the company completions process including all new installed subsea infrastructure to ensure the subsea installation works are correctly verified with clear custody transfer/handover approvals for all systems from each phase through to Operations.
33. Provide regular performance reporting to the offshore Project Manager and the wider Leadership Team; highlight areas requiring attention to achieve project objectives.
34. Ensure that commissioning and production operations requirements are reflected in all design aspects, including
ROV access
IRM operations
35. Assist the Project Engineering Manager; Subsea Hardware Manager, and Installation Manager with subsea control system risk identification
Offer options during design for subsea control system risk mitigation.
36. Participate in the subsea/topside system training of Ops during commissioning phase.
37. Manage the Subsea Vendor Engineers.
38. Implement robust lessons learned programme throughout the project phases and implement a continuous improvement feedback loop for subsequent operations and projects.
39. Communicate and Liaise with the Completions and Certification Lead to ensure timely sign off on the Installation Procedures and Handover Certificates.

42. Support and ensure commissioning input to the Delivery Teams quality assurance plans and ensure system quality and acceptance criterion are clearly identified within the Completions System.

Assurance

43. Ensure and verify performance standards of safety critical elements are suitably tested and identified within the Completions System.
44. Review the Installation and Test procedures for the subsea equipment and be the responsible offshore signatory for the Installation Procedures and various Handover Certificates.
