The Company:
Our Client is a Leading Global Operator in the Oil and Gas Industry.

The Role:
Reporting to the Offshore Programme Director with a functional reporting line to the Project HSE Manager the Subsea HSE Lead acts as the project focal point for Health, Safety, Security and the Environment in the Offshore Program. A key part of this role is to ensure consistent HSE standards are identified, aligned, reached and maintained on all Program locations. The Field Suspension and SURF HSE Lead have a functional reporting line to this position.
The Subsea HSE Team Leader shall provide an overall coordination role for the Offshore Program HSE team input into key project deliverables such as; Statement of Requirements SOR, Basis of Design( BOD )Project Execution Plan( PEP), and the Health Safety Security Environment Plan. (HSE)


People & Leadership
Actively participate as a member of the “Offshore Programme” Leadership Team (OPLT) to assist in setting clear direction and communicate HSE expectations to the project team, vendors and contractors.
Select and assemble an HSE Team organisation with highly competent personnel to meet Execution needs/challenges; develop capability for the company.
Cultivate high performing HSE team and a healthy work environment by supporting/ coaching team members throughout the delivery.
Manage team resources including all aspects of interface management; resolve conflicts, disputes, disagreements in a timely and efficient manner.

Agree appropriate levels of HSE interaction and intervention for main Contractors at Program worksites, with Delivery Team Managers. Work with Contractors Management and HSE resources to develop effective relationships, and promote successful HSE performance in line with our client's expectations
Understand the Project HSE Plan for Execute, and the various other guidance documents referenced within it. Ensure that the Offshore Programme” Leadership Team (OPLT) have a clear understanding of the HSE plan and requirements therein. Encourage each member of the OPLT to cascade down within their teams the need to read and understand the HSE Plan.
Ensure that the Offshore Program complies with our client's UK HSE Management System and identify the documents that the Project would be expected to comply with.
Provide HSE support to the evaluation process and the award of the main Contracts for the Offshore Program work scopes. Promote award of Contracts to Contractors that are aligned with the Projects HSE goals.
Establish an HSE audit plan for the Offshore Program. Audit plan to be aligned to the overall Project audit plan. Ensure that audits are performed to the plan, including ad-hoc audits in areas such as Control of Work and Golden Rules compliance.
Develop and monitor Key Offshore Program Contractors KPI's for performance monitoring including e.g. Contractor HSE risk matrix to include all Offshore Program worksites that fall within the reporting “sphere of influence”
Review the Offshore Program HSE compliance against Major Projects Common Process requirements and identify relevant gaps. Advise the Project HSE Manager of such gaps. Ensure relevant HSE performance data is provided on time from Offshore Program Contractors from within the Delivery areas. Monitor performance and make appropriate recommendations for follow up to Delivery Managers. Provide input to the overall Project monthly reporting as required.

Offshore Program Delivery Execution
Provide effective interface management for HSE activity with other delivery locations and Contractors where applicable.
Provide regular performance reporting to offshore programme director and wider OP Leadership team; highlight areas requiring attention to achieve project objectives.
Stay abreast with UFR and SPS Hardware Delivery progress; by participating in supplier QPR’s and weekly meetings as required.
Implement robust lessons learned programme throughout the Offshore Program phases and implement a continuous improvement feedback loop for subsequent activity.

Provide timely HSE support to URF and SPS delivery execution plan in co-ordination with Delivery Leads.
Liaise with wider Offshore Programme leadership team members to facilitate schedule integration and assure timely delivery of G=HSE aspects supporting Program delivery.
Monitor schedules to ensure that compressed activity sets do not provide additional HSE risk to the Offshore Program.

Provide a regular update on Subsea HSE spend to the Project HSE Manager to ensure that the overall HSE budget remain accurate.

Support the quality assurance plan for all offshore Program activities recognising that quality failures, both system and hardware often have wider HSE implications .

Drive all assurance activities for the URF and SPS delivery and provide a system of continuous monitoring of the manufacturing and testing for the duration.

Essential Skills / Qualifications:
Experience working for a major operator in an offshore programme is required.
