The Company:
An established international oil and gas operator in Vietnam.

The Role:
Initially in Ho Chi Minh, Vietnam, until Execution Phase Sanction, thereafter in successful Tenderer’s project office (potentially Singapore, Jakarta or Kuala Lumpur) with frequent visits to Vung Tau. To be located offshore on T&I marine spreads during installation, hook up, pre-commissioning and commissioning phases then back in HCMC for project close-out.

The position is responsible for supervising / managing an epCI Contractor whose scope of work, fabrication of subsea equipment designed by the design contractor, installation engineering of that equipment, flowlines, umbilical, tie in spools and flying jumpers, followed by installation, pre-commissioning and commissioning support activities. In addition the position will provided support to other departments within company for the project and contract interface with the epCI Contractor during the tender and execution phases to achieve the following key objectives :-

Contract and epCI Project Management
•Interface with epCI Contractor and ensure that development of detailed Level 3 epCI schedule complies with overall integrated schedule.
•With support from the Construction Supervisor ensure compliance with project safety, technical, quality and project schedule requirements.
•Variations – Provide support to the Project Services Team for the timely processing of epCI Contractor and Company generated variations from request to issuance of agreed Contract Change Orders .
•Contractual Obligations - Monitor and alert epCI Contractor of their contractual obligations and alert Company where deviations commence.
•Procurement – Monitor Company’s LLI procurement activities and identify concerns that could affect overall epCI Project Schedule.
•Liaise with Planning/ Scheduling and Cost functions for monitoring of installation progress, identification of delayed activities and coordinating with epCI Contractor to resolve concerns.
•Liaise with the epCI Contractor regarding safety requirements of , load out, transportation, installation and pre-commissioning activities and participate in JSA’s, HAZIDs / HAZOPs, PSRs as required.
•Attend weekly epCI Contractor Project meetings and safety meetings to address installation constraints and safety concerns to ensure successful completion of the project.
•Communicate on a regular basis with the Construction Supervisor to ensure timely completion and delivery of items being fabricated at epCI Contractor’s facility

Interface with Design
•Documentation/Data Review - Review documentation/data issued to and from epCI Contractor for any possible cost/schedule impact and advise Project Services Team if applicable
•Comment on epCI Contractor’s design deliverables and ensure that they properly support the requirements of installation.
•Ensure installation requirements are input into design.
•Review engineering drawings and associated installation and testing procedures for conformance with specifications, codes and standards.

Construction
•Provide review on all major lifts required during installation activities.
•Provide review of load out procedures for all subsea equipment component parts whist ensuring integration with the T&I sub-contractors requirements.

Onshore Completion & Pre-commissioning
•Liaise with epCI Contractor during development of the onshore mechanical completion system that supports transition from area build to system onshore mechanical completion, feeding into onshore pre-commissioning activities to ensure compliance with project objectives. This should extend to punch lists and fabricated ship loose items such as pipe spools, pipe supports, instrument supports, flying leads other essential hook-up requirements.
•Review and comment on all completion related procedures such as Flange Management, Hydrotesting, PTW & N2He leak testing, etc.
•Review and comment on all onshore and offshore pre-commissioning and commissioning support plans and procedures to achieve the maximum possible onshore scope.
•Transportation & Installation
•Liaise with epCI Contractor to ensure development of an optimal installation sequence and schedule for the full workscope including T&I of flowlines, TPAM, PLEM3, tie in spools, riser, umbilical, jumper spools and flying leads whilst minimising consequential impact on both FPSO and Drilling Contractors.
•Review and approve detailed load out, transportation and installation plans and procedures.
•Ensure any comments received from Company’s MWS and / or IVB are properly integrated into the design and installation.
•Supervise offshore T&I activities on offshore marine spreads and be Company’s delegated offshore rep.

Hook Up
•Develop the HUC scope of work and identify critical path activities between epCI, FPSO and Drilling Contractors. Provide such detail to the Planning/Scheduling function for incorporation into the overall project integrated schedule

Commissioning
•Coordinate with Contractors and ensure the development of integrated commissioning plans and procedures for systematic Mechanical Completion, Pre-Commissioning & Commissioning and start-Up, which is aligned with Company requirements. Hold primary responsibility for ensuring these plans and procedures are implemented.
•Be actively involved in development of CMS (Commissioning Management System), Handover Dossiers and subsequent reporting for all affected Contractors.
•Assist, coach and advise Contractors with development of Pre-Commissioning & Commissioning support schedule which can be integrated into overall project schedule. Monitor and drive progress.
•Coordinate all interface systems between epCI Contractor scope and FPSO Contractor’s scope with respect to Pre-Commissioning & Commissioning.
•Act as Company’s SIMOPS coordinator from a Project perspective.
•Acceptance of systems onshore and offshore on behalf of Company.

Essential Skills / Qualifications:
•15-20 years of demonstrable offshore oil and gas experience; with the last 10 years being managing / supervising epCI T&I Contractors in either a client project/installation engineer / management role or T&I contractor project manager role.
•Demonstrable, offshore T&I experience with a proven track records in installation of subsea infrastructure, pipelay, hook up, pre-commissioning, tie back to existing facilities and commissioning activities.
•Must have a multi discipline knowledge across, topsides, subsea, construction, installation and EPCI activities
•Commitment to working and operating in a safe manner
•BSc / BEng in engineering discipline. Chartered engineer preferred
•Proven track record of working with and managing multi-disciplinary and multi cultual teams
•Previous experience of working in SE Asia advantage.
