The Role:
The Subsea Pre-Commissioning Engineer is responsible for all pre-commissioning and commissioning activities associated with the subsea facilities for the Project. The Subsea Pre-Commissioning Engineer will be the Commissioning Team representative offshore for all the Flood, Clean, Gauge and Hydrotest of the subsea production pipelines as well as the In Line Inspection and Dewatering scope.

The Subsea Pre-Commissioning Engineer will also be functionally accountable to the subsea Construction Manager and the subsea Pre-Commissioning Lead.

Duties will also include all verification and certification activities associated with the FAT, EFAT and SIT of the subsea equipment. The verification scope also covers all pre-commissioning and commissioning activities that take place on the offshore control platform and the offshore installation and support vessels. The Subsea Pre-Commissioning Engineer will assist in the development of the pre-commissioning and commissioning test plans and ensure technical compliance to company standards and guidelines. The Subsea Pre-Commissioning Engineer is also responsible for development of and adding input to the subsea planning scope, including the planning and scheduling of the subsea pre-commissioning and commissioning activities as well as reviewing the EPCI schedules and plans.

The Subsea Pre-Commissioning Engineer will provide assurance verification of the subsea pre-commissioning and commissioning using the completions system and ensure this is structured so as to allow efficient verification and handover of the subsea equipment and to provide subsea status reports for completion status, track IRN’s, punch-lists and non-conformances. The Subsea Controls Commissioning Engineer will also be the responsible on site signatory for assurance and verification requirements for the subsea production and pipeline systems via the company completions certification handover system. The Subsea Pre-Commissioning Engineer will ensure that the completions database is structured so as to allow efficient verification and handover of the subsea equipment.

The Subsea Pre-Commissioning Engineer is also responsible for development of all subsea test plans and the planning and scheduling of the subsea pre commissioning and commissioning activities. The Subsea Pre-Commissioning Engineer will ensure all interfaces are defined and that all roles and responsibilities for these interfaces are clear and agreed. The Subsea Pre-Commissioning Engineer will also assist in the preparations and planning of the subsea start-up as part of an overall integrated Start-Up of the Project.

3. Contribute to the competency and capability requirements/development of the Commissioning Team to meet Execution needs/challenges.

5. Manage team resources including all aspects of interface management; resolve conflicts, disputes, disagreements in a timely and efficient manner.

HSE

7. Demonstrate clear HSSE leadership to project team members, vendors and contractors promoting company HSSE objectives and ensuring application of company standards.
8. Be part of the Commissioning and Start-Up related risk and hazard management during the Project and manage to closure.
9. Ensure and establish that the proper HSSE processes are adhered to during pre-commissioning and commissioning activity.
10. Ensure the Contractor/vendor’s Project Teams fully understand the standard of HSSE performance expected by the company.

Commissioning and Start-Up Execution

11. Ensure the development of all subsea pre-commissioning and commissioning processes, procedures and activities are carried out in line with company Standards and Practices.
12. Review and approve EPCI contractor and vendor test plans and procedures.
13. Attend FAT, EFAT, Pigging Trials and SIT as required.
14. Be the responsible company Commissioning representative for the flood, clean, gauge, hydrotest, ILI and dewatering of the subsea production systems and MEG systems
15. Ensure the correct operation and sequencing on the subsea manifolds, TIS and Trees.
16. Establish handover system limits and acceptance criteria with Delivery Teams, Contractors and Operations.
17. Development and review of the subsea equipment and pipelines pre-commissioning and commissioning procedures.
18. Establish clear Division of Responsibilities between the commissioning team and other contractors, operators and vendors.
19. Work closely with the subsea contractor construction and commissioning team to ensure alignment and preparation for the offshore installation and commissioning phase.
20. Work closely with the onshore contractor commissioning team to ensure all interfaces are defined and have proper alignment and preparation for the offshore/onshore testing and commissioning phase.
21. Provide input to the design process to ensure the facilities can be commissioned and started up safely and efficiently.
22. Develop and establish a robust offshore programme Completions System based upon the company completions process including all new installed subsea infrastructure to ensure the subsea installation works are correctly verified with clear custody transfer/handover approvals for all systems from each phase through to Operations.
23. Provide regular performance reporting to offshore Project Manager and the wider Leadership Team; highlight areas requiring attention to achieve project objectives.
24. Work closely with the Project Commissioning Team and Contractors to ensure alignment and preparation for the installation and commissioning phase.
25. Implement robust lessons learned programme throughout the project phases and implement a continuous improvement feedback loop for subsequent operations and projects.
26. Communicate and Liaise with the Completions and Certification Lead to ensure timely sign off on the Installation Procedures and Handover Certificates.

27. Management and Control of the Subsea Commissioning schedule and input to the overall integrated Project Schedule

Quality

28. Support and ensure commissioning input to the Delivery Teams quality assurance plans and ensure system quality and acceptance criterion are clearly identified within the Completions System.

Assurance
29. Ensure and verify performance standards of safety critical elements are suitably tested and identified within the Completions System.
30. Review the Installation and Test procedures for the subsea equipment and be the responsible offshore signatory for the Installation Procedures and various Handover Certificates.
27. Management and Control of the Subsea Commissioning schedule and input to the overall Integrated Project Schedule

Essential Skills / Qualifications:
Experience working directly for an oil & gas operator
Experience working offshore overseas
Minimum 3 years' experience as a Subsea Pre-Commissioning Engineer
