The Company:
Our major oil and gas client is seeking s Supply Chain/Contract Administrator for a 6 month opportunity in West Houston.

The Role:
Responsibilities:

Support the development of contracting and procurement strategies and tactics, ensuring business requirements are fulfilled and value is optimized. The role requires an understanding of strategic and tactical procurement and the ability to engage internal customers, functional specialists, engineering contractors and other stakeholders whose support is critical for successful sourcing initiatives. Technical background and understanding of the categories would be ideal, but are not required. Knowledge of Ariba eSourcing and ability to conduct sourcing events through Ariba is required.


KEY ACCOUNTABILITIES

Leadership
Communicates regularly with project leadership and key stakeholders to ensure alignment of objectives and to build a clear understanding of business requirements for third party goods and services. Maintains regular contact with Leads and Business Partners for access to current data and information as well as future plans and activities for relevant sectors
Supports the on-boarding of key stakeholders who are required to support supply chain approaches to the external market.
Develop an understanding of standard Category Management processes and provides coaching on supply chain processes and practices as necessary.
Support Small Projects Lead in reporting and reconciliation efforts for specific projects

Category Management
Consolidates available Sector Directorate and local market intelligence and validates local market intelligence against assumptions provided by the Sector Directorate
Supports Project Supply Chain Lead in gathering inflation data
Supports Project Supply Chain Lead in developing procurement and contracting strategy and building and maintaining contracting plans for projects

Sourcing
Assists / participates in the management of sourcing activities to support specific projects.
May lead the full sourcing process including scope development, supplier identification and selection, commercial negotiation, risk mitigation and contract execution. Ensures the appropriate business involvement at all stages of the process.
Ensures application of an end-to-end view in all sourcing decisions.
Promotes proper utilization of contractual terms & conditions and ensures the involvement of legal when required.
Drives and employs best practices in contracting methods to manage risk and maximize value.
Identifies opportunities and realizes value through effective use of strategic cost management tools (eg should cost analysis, e-auctions, etc..).
Undertakes due diligence in mitigating all external supply risk from supplier selection through contract execution.
Gathers detailed demand and market intelligence and performs analysis (e.g. benchmarking, should cost modeling) to feed into sourcing strategy
Assists Project Supply Chain Lead in prequalification process, including collating scores from Line
Assists Project Supply Chain Lead in developing the commercial sections of the RFP
Works with Operations to develop total cost of ownership analysis
Assists Project Supply Chain Lead in RFP process, including preparation of bid bulletins, bid opening/administration process
Assists Project Supply Chain Lead in developing commercial evaluation model and is a member of commercial evaluation team
Checks that full “total costs of ownership” are included in the commercial evaluation and any technical preferences are supported by a clear cost/benefit analysis or value proposition
Undertakes commercial sensitivity analysis where appropriate
Assists in collating data to input to negotiation strategy, including cost build-up and benchmarking
Participates in supplier clarification meetings and records minutes
Assists Project Supply Chain Lead in preparation of Recommendation to Award paper, including preparation of commercial evaluation summary

Supplier Management
Provides assistance for day to day supplier management activity related to specific projects(e.g. resolution of internal supplier issues such as invoicing delays)
Maintains contract record files and monitors contract cost expenditure and compliance
Administers SM data repository and assists Project Supply Chain Lead in preparation of related management reports
Collates scorecards and survey responses for performance reviews and performance improvement plans
Supports Project Supply Chain Lead in raising formal contract notifications or correspondence regarding Performance Improvement Plans and resulting interventions

Analysis
-Proficiency in Excel is required
-The ability to manipulate Pivot tables would be a plus
-Experience in developing, and standardizing, databases for (eg) managing and maintaining category related data, cost information, trend analysis, etc would be a plus.

Contract Management

-Supports the implementation of new contracts and change of supplier, ensuring efficient management of change.
-Actively participates in supplier performance management, including ongoing contract management and control, collation of performance data, and planning and execution of supplier meetings.
Selection Criteria
Self starter, with good quantitative/analytical skills, ability to communicate effectively with multiple stakeholders and have good project management skills.
Prior experience in sourcing and supplier management required, knowledge of Ariba required and knowledge of category management process desired.
Prior experience in conducting RFPs and negotiation, managing contracts, leading KPI development and collating and analyzing performance data, gathering marketing intelligence,
