NATURE AND SCOPE:
This position is responsible for leading and improving all supply chain activities for the Global Developments Team in support of the Company’s major capital project program. The functional areas of supply chain include; contracting and sourcing strategy, sourcing, contracting (EPC, Time and Materials and other), materials and logistics management and vendor relationship management. This position provides direct support to the leadership team and to the individual Vice Presidents of Developments in Houston, London and Kuala Lumpur and their direct reports. This role takes ownership and accountability for understanding project requirements and coordinates all supply chain team activities to meet those needs. This manager is a trusted business advisor to the Development Leaders and is a “one-stop-shop” for their supply chain management needs.

This position is a leader on the Global Supply Chain functional team which identifies and implements supply chain strategies, policies, and staffing decisions across the entire E&P value chain. The manager will proactively work with his/her peers on the Global Supply Chain management team to engage in a level of communication and coordination that ensures execution of SCM and BU strategies. This position is responsible for hiring, retaining, motivating, and developing GSM personnel across the function including outside of his/her area of control.

KNOWLEDGE AND EXPERIENCE:
Fifteen + years experience in the oil and gas industry related to project development and execution of large capital projects. Experience should be broad based which includes technical knowledge, project management skills, and commercial evaluation and contracting
Strong personal work ethics and standards, assuming responsibility and accountability for successful completion of individual and team objectives
Ability to effectively manage multiple assignments concurrently, including ability to assess and manage priorities
Strong interpersonal and leadership skills, ability to work with teams and drive best practices across the functions
Must be innovative and positive in dealing with changes and reacting to project difficulties
Self-starter with analytical skills, able to identify problems and/or opportunities for improvement, assesses viable solutions, and develops and executes complex projects and comprehensive action plans

Essential Skills / Qualifications:
SPECIFIC ACCOUNTABILITIES:
Work closely with Project Management and group leadership to develop creative and optimal contracting strategies for complex capital projects that provide the greatest lifecycle asset value
Develop and maintain global standard contracts and sourcing processes related to development projects
Work closely with project teams to prepare and tender contracts utilizing optimal tools; eRFX, reverse auctions
Work closely with sourcing category leaders to optimize Client leverage in the global marketplace and to ensure that form, fit and function objectives are met for specific projects
Recruit, retain motivate and lead an aggressive team to support all major development projects and develop strategic relationships with contractors to provide Peak loading resources to augment team
Provide critical leadership to global supply chain team and ensure seamless support to all parts of the organization
Provide senior leadership with critical analysis and market awaren

Desirable Skills / Qualifications:
SKILLS AND COMPETENCIES:
Sound knowledge of capital project management, bidding strategies, contract management, international operations, on-shore and offshore operations, risk management, contractor performance review process
Commercial negotiating skills
Ability to work successfully with other disciplines, management, contractors and vendors in a functional support and team role
In depth knowledge of global service providers and manufacturers that support the energy industry
Technical and field experience in offshore operations including logistics and HS&E issues
Strong financial analysis capabilities including balance sheet analysis and comparative decision analysis
Strong knowledge of process improvement techniques and technology support systems including the integration of MS Project, Primavera, SAP and Maintenance Management
Effective interpersonal and communications skills, particularly the ability to communicate technical expertise and lead multi-discipline teams
