Our client is a leading oil & gas operator.

The Role:
MISSIONS
The service holder assists the SURF QA/QC leader, and is responsible for following-up, monitoring and supervising Quality Control (QC) Inspection activities carried out by the SURF Contractors during the Engineering, Procurement, Supply, Construction and Commissioning phases, ensuring that QC contractual and technical requirements are duly applied by Contractors.
The service holder works in close coordination within the SURF package Lead engineers, procurement Leader & specialists.
The service holder organises and participates in routine and random inspections/audits/tests, etc., assists to daily / regular QC Inspection meetings with Contractor, performs QC visits and tours and ensures an adequate reporting (areas of concerns, problems encountered in the implementation of the QC Inspection Plan by the Contractors) to the SURF Package (Lead engineers, procurement Leader and specialists). The service holder will also be responsible for identifying and coordinating such inspection requirements in conjunction with the SURF QA/QC Leader and the dedicated Lead Engineer.
The service holder is responsible to plan, implement & ensure correct surveillance level all along the project.
As a general manner, the service holder provides assistance to the Package team with Quality related matters and all matters related to QC inspection. The service holder participates in reviewing the Contractors QC documentation (Site QA/QC plan, Inspection Plan, etc.) and ensures its full implementation by Contractors.
The service holder is also accountable for demonstrating, individually, an exemplary behaviour with regard to HSSE rules & requirements.

ACTIVITIES
1. To adopt and to demonstrate an exemplary behaviour with regard to Company Ethics and “Code of Conduct” policy and HSSE rules and regulations.
2. To be kept informed of Company Referential (CR, GS, and GM), international standards related to his area of responsibility, taking knowledge from them for application to the Project.
3. To ensure that Contractor is enforcing his contractual commitments, is implementing properly his overall Quality responsibilities, Contract QC Inspection plan and objectives and is safely, properly and timely performing his activities as per Company specifications, design and codes.
As such, he shall:
- Participate to KOM /PPM / PIM with Contractor/Subcontractor wrt Quality (QA/QC) and inspection matters;
- Review the relevant Contractor's and suppliers ITP's and Quality procedures;
- Monitor and control the implementation on site of the approved Quality and Quality Control plans, Surveillance plans, Inspection and test plans;
- Monitor the relevant Welding Qualification processes, and ensure their satisfactory implementation and follow-up;
- Ensure that the works are closely inspected by the Contractor’s QC inspection team (e.g. RT, UT, MPI, PMI, etc.);
- Review and ensure that all NDT and certification files are up to date, including documentation from vendors and contractors;
- Challenge Contractor and suppliers on overall quality performance and inspection activities, and to perform routine and random inspections in this regard;
- Monitor the work deficiencies (repair rate in particular), and ensure the implementation of the necessary corrective actions;
- Monitor and ensure final documentation progress in timely manner;
- Follow up on the implementation of agreed action plans, or other mitigation plan issued;
- Attend, when requested, the various Quality related meetings;
- Participate to Quality specific audits or visits and provide regular QC inspection & activity reports.
4. To implement and maintain the required Quality reporting system and to follow monitor Contractor’s Quality control activities through his reporting.
5. To ensure the follow-up of tracking of anomalies and non conformities performed by the Contractor and maintain required Quality indicators (KPI's) for the project activities.
6. Preparation & Coordination of package Quality Surveillance (QS) activities to ensure that Contractors activities are planned, notified and carried out in accordance with requirements. Continuous update of Package Surveillance tools and cross check accuracy & efficiency of Contractor look a-head inspection schedule & notification process.
7. Continuous monitoring of Contractor and suppliers performance and proposed any modification, improvement, corrective actions deemed necessary. Close monitoring of any NCR, IRC issued up to satisfactory closure.
Implement & update logs, indicators in order to follow & evaluate Contractor performance. Manage the SURF contractor performance with respect to all quality control & procurement/fabrication activities by organizing Company attendance during procurement phases, reviewing all Contractor documents (inspection report, minutes of meeting, supplier weekly/monthly reports...) evaluation of contractor inspectors, chasing Contractor NCR & IRC closure, and asses Contractor acceptance of the Goods with associated required documentation before delivery
8. The package Quality Control Coordinator is responsible with the SURF QA/QC Leader for the management of all quality inspection and surveillance activities for the package.
In General:
- He is in charge for coordination and reporting on Quality control for the package.
- He is responsible for performance of the package inspection activities, including day to day management of quality control/surveillance personnel.
- He is responsible for selecting suitably qualified and experience surveillance inspector in timely manner.
- He is responsible for warrant requirements are correctly applied all along the process.
9. In General:
- To assist the Company Site Representative / as and when required
- To provide technical support and assistance to Company personnel, and also to Contractor' and Suppliers' personnel if needed, on Quality methods and techniques
- To analyse / resolve QC issues and problems encountered by Company personnel.
10. To prepare and issue weekly / monthly reports on all Quality surveillance & procurement (expediting) activities, and update Package indicators
11. To ensure confidentiality of all the documentation issued under his area of responsibility.

Essential Skills / Qualifications:
Professional Experience (years): min 10 years of QC Inspection experience
Experience in similar position (years): mini 5 years in similar role
Level / Diploma: Engineer, or equivalent (with PCN/ COFREND, CSWIP or equivalent qualification)
Languages: English mandatory
