The Company:
Is a major oil and gas operator.

This position would be full time in Houston with potential for travel both domestically and internationally. Ideally, this position would be 6 months to 1 year in the office learning our internal processes as well as supporting projects in early & detailed design phases and then transition to a full time project position as staffing demand changes.

The Role:
PRIMARY FUNCTIONS
• Lead the development of Systems Completion Plan and ensure it meets client's practices, processes, and expectations with respect to Mechanical Completion, Commissioning, Handover and Start Up/Operations management planning specifications and requirements
• Collaborates with Start Up Advisor to develop the Systems Completion Road Map and RACI
• Lead the development of Project Surface Facilities Transition Plan from Project Team to Start Up/Operations
• Acts as a single-point-of-contact for Engineering/Facilities/Operations Interface Group and advises the Project Team on Systems Completion issues.
• Seek alignment with PT and Operations on Systems Completion execution planning.

MAIN RESPONSIBILITIES
• Develop Systems Completion RACI and Roadmap.
• Develop Systems Completion section of the Early Project Plan and Final Project Plan.
• Develop Preliminary Systems Completion Plan in accordance with the approved Project Systems Completion Strategy. Ensure alignment with Project Engineering, Construction, Quality, Procurement and Start Up/Operations.
• Ensure Vendor Coordination is considered in the Preliminary SC Plan.
• Provide guidelines for Mechanical Completion, Pre-Commissioning & Commissioning, Systems Acceptance Procedures/Progress Monitoring, Turnover and Completion Packages (TCP), Completion Management Database, etc.
• Ensure the ITT reflects Project Systems Completion Strategy. Ensure Systems Completion expectations/requirements are included in the EPC contracts and that contractors are motivated to execute systems completion by milestone compensation plans reflected in the EPC Contract.
• Apply Systems Completion Lesson Learned from previous projects.
• Collaborate with Start-up Advisor to develop preliminary Start-up Sequence and preliminary list of Systems and Priorities to ensure a safe and effective execution of Systems Completion
• Work with Project Facilities Engineers to develop preliminary Performance Testing and Acceptance Criteria
• Ensures Systems Completion requirements are included in the LLE Purchase Orders (FATs, checksheets, vendor support, spareparts and preservation requirements)
• Collaborate with Quality Lead to determine SC participation in FATs.
• Collaborate with Start Up Advisor on the development of the Integrated Systems Completion Team Charter
• Develop Integrated Systems Completion Organization Charts for each phase of the project (Detail Design, Construction and Commissioning phases) to be included in the Preliminary Systems Completion Plan and integrated into the Project Organization Plan. Develop Job Descriptions for all Systems Completion positions.
• Identify resource needs at key project phases, develop and submit Systems Completion staffing plans for PT approval, and initiate staffing of the Systems Completion organization.
• Develop Systems Completion cost and schedule to be included in Project Gate-2 and Gate-3 Cost Estimate and Integrated Project Schedules
• Develop Project Surface Facilities Transition Plan in consultation with the Start Up/Operations group.
• Develop requirements for the development and utilization of a computerized Systems Completion Database (SCDB) for tracking, certification, and quality purposes in consultation with the SCDB SME.

Essential Skills / Qualifications:
Process equipment commissioning experience.
Both Onshore and Offshore experience preferred.
Minimum of 10 years industry experience.
Any discipline specific experience acceptable (i.e., mechanical, electrical, instrumentation & controls, etc).
Emphasis on leadership and communication skills.
