TAR Planner - 2013 TAR Programme

Requirement for an experienced TAR Planner to join the TAR Planning Team to work on Turnarounds scheduled for 2013. The assignment is for an initial 12–month period, and selection will take place July 2011. The 2013 TAR’s are about to enter the “Appraise” (scope identification) stage. The Job Description for this role is as below.

The role is based onshore in the company Headquarters (Aberdeen) and offshore site visits will be required. The successful candidate will have, or will be capable of achieving, medical and survival certification necessary for visits to offshore installations. There may be a requirement for travel within the UK and Europe.

Experience using Primavera 6, backed up with evidence of satisfactory completion of a Primavera 102 training module (certificate required), is a requirement. Evidence of training is a pre-requisite for using the Primavera system: any selected candidate who does not have this certification will be required to attend an Oracle approved trianing course before, or shortly after, the contract starts. Experience using MS Office, particularly MS Excel, is also a requirement, and experience of using Maximo and/or Primavera Risk Analysis software will be an advantage.

Job Description - TAR Planner, BP North Sea TAR Team

The TAR Planner is the Planning Engineer with responsibility for developing, and reporting against, the full project plan for one or more TAR’s (Turnaround’s). The TAR Planner is a key role in the success of the TAR (execution of maintenance, inspection, repair and modification scopes requiring the shutdown of process plant and systems, within a disciplined project framework).

The TAR Planner is a member of the integrated North Sea TAR team reporting to, and supporting, the TAR Lead or TAR SPA (single point of accountability). The TAR Planner also has a reporting line, for planning matters, to the Functional Planning Lead for the Engineering Services Function, which includes the TAR Team. The TAR Planner is also a member of the wider Integrated Activity Planning team in the North Sea Regional Performance Unit.

Each TAR is managed as a stand-alone project, but the plan for engineering and delivery of the TAR is integrated with, and an integral part of, the Plan and Schedule for the operating asset and other functions.

The TAR Planner is responsible for the development of the TAR Plan at all stages from Scope Identification through to the execution of the TAR scope. The TAR Planner will be expected to develop and maintain the TAR Level 1 Plan (including key milestones); the TAR Preparation Plan covering engineering, procurement & construction; and the TAR (Execute) Plan covering pre-TAR, TAR, and post-TAR phases. A key element of this development is the integration of the TAR plan with other Function plans where these include shutdown dependent activities fed in to the TAR plan.

The planner should have a strong practical background with experience of Turnaround or Project Planning to allow them to identify issues, errors, and opportunities for optimisation. Capability to “own” the complete planning process within the TAR team is vital and the ideal candidate will have strong influencing skills to ensure other personnel support their needs: this may include participating in offshore constructability sessions. Management capability and practical knowledge should be coupled with a strong technical understanding of Primavera (Primavera 6) to allow management of a large scale integrated plan. Strong organisational & prioritisation skills are essential.

Key Responsibilities:

- Drive the TAR planning process from plan build, integration, refinement, communication (including running plan walkthroughs) and update during execution. Develop, monitor and control the TAR plan within the North Sea RPU Primavera System.
- Maintain the L1 CVP & Milestone Plan within Primavera - updating monitoring progress with TAR management team, and reporting progress against milestone delivery.
- Liaise with TAR Engineering and Construction Managers early during preparation to build overall plan (drawing on previously executed scopes where possible). Maintain summary plan overviews throughout the preparation phase – developing duration overviews and site POB (people on board) plans and resource histograms as scope changes
- Liaise with the Functional Planning Lead (Engineering Services), Area Scheduler and Functional Planners to understand the planning structure for the TAR.
- Retrieve relevant potential workscopes from the work management system (Maintenance and Repairs), and other Functional worklists & schedules, into the TAR and Operations plans in Primavera
- Manage the TAR bookies board and planning tracker.
- Coordinate the preparation of manhour estimates for all activities at each stage to provide an early assessment of TAR duration.
- Manage the various planning interfaces within the TAR, and between the TAR and other scopes.
- Prepare, own and update the TAR preparation management plan.
- Feed realistic Level 4 shutdown and start-up schedules into the execution plan.
- Deliver the agreed overall level 4 execution plan (preTAR, TAR, & post-TAR). Progress the plan and manage the schedule to achieve complaince with the RPU 12- and 6-week plan gate criteria.
- Identify and assign resources to the TAR plan and apply realistic resource optimisation and levelling within the execution plan.
- Develop S curves and planning performance reports in line with the planning performance measures including TAR Kepi’s.
- Own the POB tracker and chedule mobilisation within the allocated TAR bed space. Lead resource managing POB throughout TAR preparation and execution using the Offshore POB tracker and RPU POB management processes
- Own of the TAR Mobilisation and Logistics Plans, ensuring all logistics requirements are identified and in place (including mobilisation requirements)
- Compile planning progress reports required by the TAR Lead and by the Activity Planning Team.
- Contribute the Lessons Learnt process.
- Conduct SIMOPs sessions with relevant parties.
- Conduct threat to delivery / schedule risk assessment & take ownership of actions.
- Lead the preparation and undertaking of detailed Schedule Risk Analysis session.
- Faciltiate the preparation of contingency plans
- Ensure plan quality (including resource loading) by driving data input actively by core TAR team personnel and Functional Teams
- Ensure all TAR activity is managed to ensure gate compliance within the CVP-TAR and Integrated Activity Planning processes.
- Own of the planning section of the TAR CVP Management Plan & TAR FEL (Front-end Loading Tool)
- Chair TAR planning (regular and review) meetings.
- Contribute to the development of TAR Planning Processes
