The Company:
Our client is a Global Engineering & Construction (E&C) Group inside which you’ll find an incredible range of expertise and opportunity.
They offer their clients a complete range of skills and services so that they can work with their teams right from the earliest ‘ideas’ stage of their planned investments, through the study or concept selection phase, the front-end design, the EPC phase, and on into the commissioning and start-up phase.

The Role:
Our client currently has an overseas assignment opportunity for a Technical HSE Manager from April 2014 for a role in Yokohama, Japan. The assignment will involve twelve to fifteen months in this EPC Contractor's office in a PMC role, and you will be responsible for policing engineering design deliverables by Contractor and guiding Owner on technical issues. You will then follow the project onto the site in Kuwait, with the commissioning and hand-over of the plant scheduled for 2017.

Our client is implementing a major project, the Clean Fuel Project (CFP) which comprises the upgrade of two existing refineries. The Clean Fuels Project is a major upgrade and expansion of the existing Mina Al-Ahmadi (MAA) and Mina Abdullah (MAB) refineries. The objective is to increase the overall throughput by 264,000 bpsd to 800,000 bpsd and to increase conversion of fuel oil to higher value products to meet expected market demand and specs for low sulphur content transport fuels.


Responsibilities -

The PMC role overseeing the technical HSE design activity on specific EPC contracts and interfaces between the various EPC Contractors, Client & Operations, exchange of information, data and tie-ins across three refineries
Management of design office based HSE Team reporting within the project executive and including Co-ordination of the Lead HSE Discipline roles

Management within the wider Design Assurance & Commissioning Department of the Technical HSE Disciplines (Loss Prevention, Process / Design Safety, Fire Systems, Environment & Sustainability)

Co-ordination of the EPC Contractor Design Office HSE performance

Co-ordination of the project level Design Assurance, Process Safety, Fire Systems and Environment & Sustainability functions

Functional Chair or significant participant in the range of THSE sponsored and wider project reviews

Responsible for project HSE Compliance in the design phase and overall project Technical HSE performance

Establishment/implementation of project HSE training programme

Compilation of design phase HSE Performance Reports / Presentations

Essential Skills / Qualifications:
Substantial experience in the HSE profession in the oil and gas industry, both in the UK and overseas
EPC and PMC experience, including design office HSE management, and preferably site based HSE management roles
Relevant first, and preferably, further degree level qualifications covering Engineering, then Process / Design Safety and / or Environmental disciplines
Preferably Chartered or equivalent status in an Engineering Institution and / or one or more of the relevant Technical HSE disciplines professional bodies
Significant experience in one or more of the Technical HSE Disciplines
Fully conversant with OSHAS 18011, ISO 1400
Minimum industrial experience (years) : 25
Experience in HSE (years ) : 15
