The Company:
Our client is seeking a Technical Supervisor for a long term contract position based in Houston with occasional travel.

The Role:
The Technical Supervisor is responsible for coordinating all technical requirements and definition of the Interim and Expanded systems, once delivered. The Technical Supervisor will work with the member company personnel and regulatory personnel to review current interim system capabilities develop enhanced capabilities of the interim system as required by the member companies and advise on the capabilities of the upcoming expanded system.

REPORTS TO: Chief Technology Officer
SUPERVISES: Technical Lead, Project Manager, Engineering Technician

• Provide information and advice to member companies about the capabilities of the current interim system
• Interface with member companies to understand how current interim system capabilities meet the needs of the member companies
• Coordinate activities with the member companies to develop enhanced capabilities of the interim system to meet member company needs until the expanded system is in place
• Provide feedback to their project of changing needs of the member companies so that these needs can be incorporated into the expanded system capabilities
• Interface with the appropriate regulatory agencies to ensure agreement and approval of current and enhanced interim system capabilities
• Stay abreast of future needs of the member companies and propose development opportunities to keep the client's capabilities current with those needs
• Work with CTO to develop annual budgets for the department and track monthly performance against targets
• Maintain interim system Functional Specification, Regional Containment Demonstration Plans, up to date, assuring member companies and regulators are aware of changes as they occur
• Work with member companies representatives to review and provide feedback to their respective Covered Well Addendum, Well Containment Plans, and associated exhibits before formal submission to the client. Review and obtain technical approvals once submitted to the client.
• Provide technical support to the COO and CTO
• Provide technical assessment and input to new project development process
• Actively participate as member of the Response Team through participation in the client and/or member company response drills as Operation Source Control or Technical Liaison
• Gather technical/functional requirements
• Identify appropriate subject matter experts from the the client, their project and member company organizations to participate in Technical workshops
• Work with administrative staff to coordinate Technical workshop meeting logistics
• Ensure technical documentation is gathered, reviewed, approved and distributed to meeting participants and the requesting organization(s)
• Implement a MOC process to formalize review and approval of recommended changes to the interim system
• Act as focal point for member, non-member, and Regulatory information requests
• Develop response materials for common requests
• Act as liaison/interface with the client, their project team and member company SMEs to address questions/requests for information
• Collect and collate information to respond to unique requests. Coordinate content review and approval process for non-standard data requests

Essential Skills / Qualifications:
• Strong technical experience: Prior experience in a senior technical development role for 5+ years. Deepwater region experience is preferred
• Undergraduate or graduate degree in a technical/engineering field preferred
• Previous experience in supervising Pre-Operations team on a major capital project. Experienced in managing equipment handover, technical maintenance requirements and systems, and start-up operations
• Understanding of GoM regulatory environment
• Critical skills include personnel management, budget and resource development and tracking, and demonstrated success managing both operational and programmatic work that involve high levels of collaboration
• Excellent people skills, with an ability to partner with a dynamic leadership team
• Personal qualities of integrity, credibility, and commitment
• Flexible and able to multi-task; can work within an ambiguous, fast-moving environment, while also driving toward clarity and solutions
