The Company:
Our Client is an International Oil and Gas Operator involved in 2 of Australia's largest LNG Projects based in Western Australia. The Role:
A new opportunity has arisen for a Telecommunications Construction Supervisor on a 12 month contract based on Barrow Island. This is a 20/10 rotation.

The position is part of the site execution team with strong interface and relationship development with the Perth-based engineering organization. The key interfaces at site are with the contractor and Technical Services teams.

Key Responsibilities includes:

Construction Technical Responsibilities
• Member of the Project Construction Support Team responsible for project engineering coordination with a primary focus on the Telecoms scope for the three-train LNG plant. Works directly with the contractor and sub-contractors’ teams to oversee the day-to-day activities.
• Identifies issues and serves as liaison with T&E Site Lead associated with meeting construction execution, cost, and schedule objectives and provide recommendations to overcome any gaps. Prepares and manages notices of non-conformance (NC) and Requests For Information (RFIs). Prepares the scope of work for site change notices and oversees the resultant implementation and work execution.
• Interfaces with the site Technical Services team for subject matter support. Is responsible for the “how” and “when” of what is being constructed, with the “what” managed by Technical Services team.
• Interfaces with the Perth-based Procurement, Project Controls and Contracts management teams to understand and support material supply, schedule, cost, and construction philosophies related to the construction scope of work.
• Provide oversight of contractor’s materials management/verification systems.
• Monitor environmental/EIA compliance, as required.
• Liaise with contractor for field level changes, e.g., scope, costs, etc.
• Provide pre-commissioning/mechanical completion oversight/verification.
• Supervise the mechanical completion phase and transition to final Hookup and Commissioning Phase (punch list management via EPC contractor).
• Ensures facilities are constructed per applicable industry and company specifications and standards. Interfaces with the Quality team in matters related to conformance in assigned work scope areas and construction standards and methodologies. Assists in the conduct of Quality audits.
• Effectively manages and controls change. Applies Project Development and Execution Process and Capital Stewardship principles to maintain effective communications and the free flow of information between work groups in order to assess and minimize the impact of concession requests, schedule changes, and technical interface queries.

Health, Safety, Environment and Quarantine (HSEQ)
• Manages the day-to-day interface with both contractors and subcontractors, providing a focus on safety, environment and quarantine together with quality and engineering aspects. Assures that contractor and subcontractors environment, safety, health and quarantine deliverables and compliance requirements are established and maintained.
• Commits to and champions the development and implementation of a safe working environment for everyone on the project and the continuing establishment of an Incident and Injury Free (IIF) culture.

Essential Skills / Qualifications:
• Strong project management skills (design, implementation, personnel planning and management, economic analysis/evaluation skills), and ability to proactively monitor and correct problems within a very complex development environment.
• Strong organization, team building, leadership, project planning, and communication skills. Very current knowledge of telecommunications & computing systems and depth of understanding and analysis skills necessary to make accurate and effective design decisions in very complex situations:
• WANs (Carrier services, Satellite, Microwave).
• General Radio Systems.
• Voice Systems (PBX, Public Address etc).
• Hazardous area requirements (EXd, EXi, EXe).
• LANs (Wiring, Routers, Switches, Servers etc).
• Must be able to manage multiple, short timeframe, complex projects.
• Must possess the flexibility needed to effectively work and guide other less experienced staff within the group, without compromising results or standards.
