Our client is a national regulatory body, seeking a Telecommunications Engineer to Analyse the current framework, recommend and implement changes.
Main responsibilities include;
Analysis of the Current Context
Analysis of the national framework of current and its frequency assignment contracts
(coverage obligations and capacity, revision clauses, etc.)
Analysis and systematization of global and regional recommendations for harmonization of the different relevant spectrum bands
Benchmark international trends
Proposal Review of the National Plan of Frequencies and additional documents for the updated model Definition of the National Frequency Plan
Study for tariff update for the national frequency plan;
Conducting technical sessions working with operators to collect contributions and preliminary discussion of scenarios in the Specification Preparation
Specification Planning for Radio Spectrum Management System and Numbering.
Assessment to the basic framework for the regulation of electronic communications and public telecommunications services in Angola
Regional benchmark and comparative analysis of existing models
The strategic definition of the future model of the electronic communications prices and public telecommunications services
Technical meeting with key stakeholders of the market (operators, consumer associations, etc.) to collect contributions
Internal Workshop of view of validation and aims to be present in the future model
Construction of evolution of the pricing model scenarios
Workshops internal discussion of scenarios and preliminary selection of the future model
Validation of the selected model
The preparation of the communication of the new model
Support for the revision of the wording of the Public Telecommunications Services Price Regulation
Essential Skills / Qualifications:
