The Company:
Our client, a major owner/operating company, seeks expertise for offshore mega-projects in Canada.

This opportunity is open to Canadian Citizens and Permanent Residents only. First consideration will be given to residents of Newfoundland & Labrador.

The Role:
Overall Functions:

• Provide safety, security, health and environmental support to the site leadership teams (Engineering, Procurement, and Construction (EPC) Contractor's organization), along with, support to EPC HSE teams.
• Ensure establishment and proper implementation of work processes at the Topsides site as stipulated in the Project Safety & Security Plans, as well as the Contract Coordination Procedures.
• Evaluate / monitor / support implementation of Contractor’s HSE and emergency response management systems.
• Monitor, investigate, identify, and resolve site level HSE issues, evaluate metrics, and provide weekly / monthly reports to responsible line management, Project Team, HSE Team, and Function, as required.

Tasks and Responsibilities:

• Mentor and work with company and contractor’s site management and HSE organizations to implement safety programs.
• Advise site Project Team (company, contractor, and subcontractors) of company, contractor, and local authorities’ safety requirements, regulations, expectations, and best practices, specifically supporting the site team in meeting NL OH&S Act and Accompanying regulations.
• Participate in and Critique TBT’s, JHA’s, FLHA’s and other site safety tools
• Participate in Site safety walks and inspections
• Facilitate and advise contractor and subcontractors to establish, communicate, and implement safety expectations and initiatives; monitor and support execution with contractor’s safety policy, rules, and procedures.
• Monitor conformance with project and site safety execution plans and implement improvements where appropriate.
• Promote safety awareness and safe performance among Project Team members, including consultants and contractor personnel.
• Identify and work to eliminate site hazards, unsafe conditions, and unsafe acts; work with company, contractor, and subcontractor management toward achieving an injury-free work place.
• Keep site management apprised of significant safety issues and plans / progress toward resolving issues and eliminating hazards.
• Assist in implementation of systematic safety processes to assure compliance with the Project Safety Management System requirements.
• Review and analyze data on safety initiatives and performance for reporting to project and functional management.
• Identify and assist with prioritization of opportunities for site safety process improvements.
• Conduct periodic safety inspections / assessments onsite and at key offsite subcontractor locations in accordance with established project and site safety plans or as requested by Project Team members.
• Assist in health inspections, as requested by Medicine and Occupational Health
• Verify implementation of the EPC contractor's site HSE Plan as endorsed by project management.
• Organize and coordinate HSE training program.
• Develop expectations for project management systems for safety-related activities.
• Communicate and coordinate guidelines for HSE awareness, recognition, and incentive programs.
• Provide assistance to and participate in risk assessment and studies as defined in the Project's HSE Plan.
• Provide regular feedback to the Project Site Safety Advisor.
• Provide assistance and support to the contractor in organizing and running incident investigations and follow-up of incidents, including development of remedial action plans.
• Assist in the preparation of notifications / reports for communication of significant incidents to company project / functional management as per incident reporting procedures and matrix.
• Review and / or critique incident and investigation notifications and reports.
• Provide support for training, drills, and other matters related to emergency preparedness and response.
• Collect and share lessons learned between site and outside organizations where appropriate.
• Encourage heightened HSE awareness and behavior throughout Site and the Project.
• Monitor work processes to ensure compliance with the site work permit systems and area / system responsibilities.
• Collect and report security and health metrics to the Site Management, HSE Function and Project Site Safety Advisor.
• Provide other services by the HSE Function, Project Leadership Team, and / or (Senior) Project Safety Advisor as requested.
• Liaise and coordinate with Construction Contractor on site wide safety issues, using teamwork skills to build concensus
• Provide coaching and mentoring to EPC and Subcontractor teams, specifically related to skills in approaching others on HSE topics, engaging others in HSE discussions (tool box talks for example) and active listening of safety concerns.
• Provide technical expertise in solving of SSH issues at site, engaging Construction Contractor, EPC and Client experts as necessary

Essential Skills / Qualifications:
• Prefer college level education or equivalent.
• Minimum 10 years relevant industry experience including strong marine HSE background.
• Must have completed the Maritime Security Officer training in accordance with the International Ship and Port Security (ISPS) Code.
• Knowledge of security processes and procedures.
• Prefer demonstrated work experience in construction safety-related positions (including some prior oil & gas experience).
• Proficient in use of computers and programs such as PowerPoint, Excel, Word and Lotus Notes.
• Must be willing to locate to Construction Site (150 km North of St. John's).
• Ability to set priorities and work independently in performing contractor services with an appreciation for Client's processes and procedures.
• Demonstrated ability (through past project successes) to deliver excellence in project HSE performance.
