The Role:
Purpose:
• Manage, organize, and direct the Project quality management program for the Project Manager and the Topsides Project Team.

Accountabilities and End Results:

Responsible for:

• Development and execution of an effective quality management program for Topsides Project.
Primary Functions and Responsibilities:
• Establish the Project Quality Management System in accordance with the tenets and guidelines of ISO 9000
• Responsible for the development and implementation of the Project Quality Plan (PQP) in alignment with Capital Project Management System (CPMS).
• Develops and manages the Quality Surveillance and Audit Strategies and schedule to ensure compliance with the Topsides PQP
• Manages the development of Project Procedures for Internal and External Control
• Direct and manage the Project QA and QC activities
• Direct and manage the activities of the Project QA and QC engineer
• Manage the internal and external audit process/schedule and issue the reports and recommendations to the Project Manager highlighting any potential problems, undesirable trends or foreseeable risks
• Develop and co-ordinates the process for the establishment, review and approval of project specifications by the Project team managers and specialists
• Ensure that the EPC contractor, sub-contractor, vendor, and fabricator QMS and programs for QA and QC are fully developed and that they comply with the requirements of the Project Quality Plan
• Regularly audit the EPC contractors, sub-contractor, vendors, and fabricators to be sure they are implementing their QA and QC programs
• Audit contractor and vendor data packages
• Manage the identification and close out of field development QA/VARs
• Ensure that all matters relating to quality requirements, processes, QA and QMS manuals, plans and procedures are strictly adhered to in accordance with the contract, specifications, national and international codes and standards, regulations, etc.
• Helps to implement Project procedures, associated training, and auditing to confirm Project Team compliance
• Ensure that the requirements of the project management system are disseminated and understood by formal training programs at all levels of the project organization and by all contractors
• Establish the Project training program in auditing techniques
• Establish relationships and liaise with coventurer and QA organizations to ensure goals and objectives are aligned
• Establish and ensure monitoring and auditing procedures are in place for shop and fabrication activities.
• Instigate and coordinate third party inspection and consultants visits as appropriate
• Manage NCR’s and corrective actions to ensure effective resolution and close-out; obtain Project Manager concurrence of same
• Support construction, commissioning, and operations to develop an effective and efficient process for completion, testing, commissioning, and handover.
• Support construction, commissioning, and operations with their punch-list close out reports
• Signs-off for QA and QC activities on payment milestones for deliverables and progress
• Assist in development, audits, and implementation of the Document Control processes and controls for the project, including engineering and procurement documentation turnover requirements and coventurer document handover requirements
• Support Project QA and QC by investigating and identifying inhibitors of maximum achievement and by working with the intended participants to secure agreement on both the recognition of the problem itself and the action necessary to obtain improvement

Essential Skills / Qualifications:
Requirements:
• successful and effective management of the QA and QC functions on large projects during the design, procurement, construction and commissioning phases
• Clearly demonstrated strong technical competence and reliable decision-making
• Good working knowledge of the relevant engineering and construction codes and standards
• Demonstrated interpersonal / teambuilding skills and the resolve to get the job done right
• The job holder will need to show an aptitude for effectively managing and leading QA and QC programs and teams within a multicultural and multi-companies environment
• Excellent communication and presentation skills, both written and spoken
• Ability to work with minimum supervision
• Knowledge of project management systems
