The Company:
Our client is the largest refinery in Europe and one of the largest refineries in the world. The site offers, next to oil processing factories, housing to chemical plants and other businesses. In short: a large and important industrial site within the area of the Port of Rotterdam

The Role:
Developing the scope for all disciplines ( multidisciplinary - see standardization work planning / budget / planning ) including field checks
Provide input to 30 % and 10 % budget .
Preparing and developing housing TA , safety materials and communication resources.
Allows internal outsourcing all disciplines .
Development of detailed preparation.
Coordinates the multidisciplinary work preparation
Controlling the Contractor relating to the quality of the preparation.
Manage and compile documentation during stop period .
Collecting information on behalf of current stopdatabase in ROSER .
Make sure that everyone works in the planning premises and corrects deviations .
Maintain direct contact with scheduler for work packages.
Ensures that all work packages are reviewed.
Sign / Distribute / Calculate / Handling contract variations , additional work .
Providing planning and progress reports including identifying bottlenecks .
Contribution evaluation stops .
Preparation / Handling / co evaluate technical description of work contracts ( RFQs and POs) .
Identify long lead materials and ordering all materials for stops .
Allows sure materials are ordered and will be expedited and delivered to stop before the stop begin.
Coordinate preparation and implementation of the outsourcing strategy .
Advise on tender and contract determination . Support in evaluating the offer or contract .
The independent execution of adequate preparation and processing of technical feedback - to carry out administrative and information about and tasks in the field of piping and / or appliances or E / I , TA Be it for project-based work performed.
Active contribution in optimizing work processes .
Prepare logistics plan for his stop .
Ensures compliance to all stop procedures , MOC and scope change process .
Works closely with Scheduler to optimize the schedule .
Communication with the relevant T / A Block Coordinator
Management of all turnaround files and records live link directory corresponding stop Ensures that within the post TA phase, all as-built documents are handled and participates in Lessons Learned and Lookback process .
Attending regular Continuous Scoping meetings and necessary follow-up actions

Essential Skills / Qualifications:
• Highly demanding and fast paced job, particularly during execution
• Is mindful of and continues to look for opportunities to reduce turnaround scope, and plan and execute with low cost mindset.
• Balancing and delivering results in the 5 performance areas of safety, environmental, quality, schedule and cost.
• Delivering results against industry (Solomon) benchmarks in turnaround cost and duration
• Maintain strong relationship with entire team during times of high energy and stress
• Working with site experts to develop skill sets for equipment unique to the individual site.

Desirable Skills / Qualifications:
• Good verbal communication skills
• Customer oriented focus (operations )
• Is a good team player and care for team spirit
• Computer skills - PowerPoint , Word , Excel, Outlook , Roser CONSYS , Visio , GSAP , AIM ,
• Has good communication , leadership and administrative skills .
• The ability to use modern planning and work preparation techniques (including budgeting , preparation of contracts (scope ) , and computers ) . Familiar with the outsourcing policy and the application of the outsourcing process .
• The ability to assess the quantity and quality required materials , equipment and personnel .
• To ensure that the quality and quantity guaranteed and the milestones for the preparation and planning are met .
• Be familiar with the procedures for the preparation and implementation of stops ( Global TA process ) .
• MTS working and thinking (preferably WTK or M & R ) with at least 5 years experience as a planner in stops .
