The Role:
The Quality and Regulatory (Q&R) Lead will be the focal point for turret and moorings team’s management of Project Quality Plan and the Project Regulatory Compliance Plan relating to the Turret and Mooring scope. The position will work closely with the FPSO Contractor and Turret sub-contractor.
The role will be based in Europe at the Turret Subcontractor’s offices in summer of 2015, then relocate to the turret fabrication yard, and then the FPSO shipyard. There will be a requirement to travel to other project offices and contractor execution locations to support the project.
The position will report directly to the Turret Package Manager and functionally to the Project Quality and Regulatory Managers. The Quality and Regulatory team for the Turret contract will be staffed primarily by the FPSO Contractor (HHI) and the primary role of the Q&R will be an oversight role ensuring the Quality and Regulatory plans identified are implemented in accordance with the requirements set forth in the HHI Contract.

The Q&R Lead has the responsibility to ensure the implementation of all aspects of the Quality and Regulatory Compliance Plans relating to the Turret. Specific accountabilities for this role include:
• Ensure necessary quality processes and tools are developed and effectively implemented by the FPSO Contractor and turret Subcontractor.
• Ensure that the FPSO Contractor and turret Subcontractor Quality Management System (QMS) interfaces with the Rosebank overall QMS as per contract requirements.
• Oversee the procurement and supplier quality management requirements of the project, including Contractor and Subcontractor inspection of turret and moorings materials and equipment.
• Ensure there is an audit program in place to cover internal audits, Contractor and Subcontractor audits, including supply chain and construction activities and that corrective action raised are closed out in a timely manner.
• Participate in Project meetings as required and lead the quality and regulatory discussions.
• Participate in Contractor and Subcontractor quality and regulatory meetings.
• Participate in training requirements and IIF program.
• Develop weekly progress reports for the Rosebank Turret Package Manager, Quality Manager and Regulatory Manager.
• Focal point for all matters relating to Regulatory Compliance for the Turret package and liaise with the project Regulatory SME.
• Recognized qualification, preferably in Engineering.
• Recognized Quality qualification.
• Knowledge of current Turret technology and turret and moorings critical components.
• Knowledge of UK & EU Directive Legislation covering design and manufacture of Turret Mooring Systems; Pressure Equipment Directive; Machinery Directive, EMC & ATEX.

Essential Skills / Qualifications:
• Experience
• 10+ years in turret project experience.
• Strong understanding of quality controls, materials and fabrication.
• Experience on projects in the North Sea under European and UK legislation.
• Experience in gaining Class Approvals
• Experience in developing and implementing a Project Quality Assurance system through engineering, procurement, fabrication, commissioning and Installation.
• Experienced in package management and package follow-up through to final certification.
• Forgings and castings

Good interpersonal and communications skills with the ability to work in a multi-national project team to develop strong respected working relationships with Contractors.
• Ability to communicate at all levels.
• Strong performance management skills & experience.
• Strong leadership and ability to constructively challenge and improve project processes.
• Computer Literacy essential.
Desirable Criteria & Qualifications
• Chartered Engineer.
