RESPONSIBILITIES

• A key member of the Subsea Commissioning Team during Execute Phase
• Accountable for all precommissioning and commissioning activities related to the subsea production control umbilicals, hydraulic flying leads, electrical flying leads, fibre optic cables, multibore well jumpers and associated subsea control systems
• Coordinate and manage subsea controls equipment Vendor aftermarket support personnel for all subsea controls commissioning related operations
• Ensure correct technical integrity is achieved and maintained for all subsea control systems prior to handover to Operations
• As a key member of the subsea commissioning team, required to support other team members in the delivery of marine pipeline and flowline pre-commissioning and commissioning activities
• To act as a focal point for all umbilical & fibre optic cable (FOC) systems precommissioning and commissioning related activities
• Co-ordinate and manage Contractor to achieve safe, efficient and seamless Start-up of the system
• Manage the budget for umbilical, control systems & FOC precommissioning and commissioning activities
• Assist in the HSSE delivery for all pre-commissioning commissioning activities
• Ensure compliance with project approved pre-commissioning & commissioning specifications
• Direct pre-commissioning and Commissioning Contractors on umbilical and fibre optic cable related testing activities
• Provide technical support and monitoring where necessary during manufacturing, fabrication, assembly, testing and installation of subsea controls equipment and instrumentation to ensure delivery is in-line with Commissioning goals and objectives
• Provide assurance on Contractor personnel competency and resource levels and ensure equipment is in place to perform pre-commissioning and commissioning work
• Ensure Contractor management compliance with project objectives and client's expectations
• Ensure clear testing limits for commissioning work for both platform topsides and subsea
• Direct Contractors during development of pre-commissioning and commissioning test procedures (CTP’s) for umbilicals / flying leads / FOC’s and Subsea Production System (SPS) with consideration to a phased development approach
• Oversee / Review all umbilical pre-commissioning / commissioning related documentation provided by the installation and commissioning Contractors to ensure that it meets with the project objectives, client specifications and industry standards
• Accountable for logistics management for seamless commissioning operations
• Assists with the planning and scheduling of subsea umbilical and control system commissioning sequences
• Liaise with the project Operations, Marine and Offshore Facilities delivery teams to ensure interfaces are managed efficiently and commissioning philosophies and procedures are compatible
• Liaise with the subsea suppliers, umbilical & fibre optic suppliers, SPS contractor, topside fabricator subsea installation contractors to ensure interfaces are managed efficiently and commissioning philosophies and procedures are compatible
• Responsible for the KBR and SPS interfaces for Umbilicals & FOC’s
• Shall be the main point of contact for communications between the Subsea Commissioning Team and Global Subsea Hardware (GSH) umbilical and subsea controls delivery team
• To provide a clear and concise plan of all umbilical system precommissioning and commissioning activities and to clearly define the work scope and responsibilities for the same.
• To liaise with Operations Start-up team in developing the overall Shah Deniz 2 project Start-up Strategy
• Formal agreement on handover criteria between offshore construction and operations before the commencement of commissioning
• Liaise with the project Certification Engineers to ensure commissioning data verification into the Completions database
• Deliver umbilical and subsea controls system commissioning through the System Handover Management Process
• Participate in engineering and process safety reviews including Peer Reviews, Integrity Risk Reviews, HAZIDs and HAZOPs
• Ensure commissioning risks, especially high consequence risks are identified and managed effectively
• Ensure technology risks are identified and managed effectively
• Ensure the Subsea Commissioning Manager is kept fully appraised of key issues, commissioning status and outstanding actions
• Promote safety & environmental responsibility in all aspects of pre-commissioning & commissioning
• Provide coaching / mentor national and junior team members as necessary
• Ensure the projects commitment to Safety is maintained, promote strong HSE performance and uphold client Code of Conduct


KEY SKILLS & EXPERIENCE

• Shall possess a minimum of 10 years of umbilical system pre-commissioning/commissioning experience in offshore oil and/or gas deepwater field development projects
• Additional experience in pipeline pre-commissioning is desired in order to provide support to other team members in the delivery of marine pipeline and flowline pre-commissioning and commissioning activities
• Detailed product knowledge preferably gained in the manufacture of subsea control umbilicals comprising of hydraulic thermoplastic hose, super duplex tubing, electrical and fibre optic cabling
• Offshore construction vessel based experience directly related to the monitoring and testing of subsea control umbilicals and associated subsea components
• Ability to produce written technical reports and development of commissioning test procedures
• Capable of providing input from career technical experience to support the development of the commissioning strategy and execution plans, with further support to planning to support the development of level 3/4 schedules
• Shall be fully conversant with the following industry codes and standards:- ISO 13628-5, ISO 13628-6, IEC 60228, IEC 60502-1&2, BS EN 50173-1, ISO4406, SAE AS4059, SAE ARP 598
• In-depth knowledge and experience of defining electrical, hydraulic and fibre optic testing philosophy on multiplexed subsea umbilical systems and networks
• Experience in hydrostatic pressure and high voltage testing and the safety requirements for performing this type of testing
• Shall have experience of overseeing and undertaking fault location and diagnostic testing on electrical and fibre optic cables forming part of multiplexed subsea umbilical systems and networks
• Detailed knowledge relating to the fluid cleanliness requirements for high pressure hydraulic control systems, and the various techniques and methods for assessing fluid cleanliness
• Experience of Completions Systems and Databases
• Shall have a track record of managing multinational personnel within a challenging major project environment

• Good inter-personal and communication skills
• Sound attention to detail during design reviews / technical documentation reviews
• Ability to manage Vendor support technicians and liaise with engineering and commissioning Contractor
• Ability to interpret and understand P&IDs, UFDs, PFDs, GA’s, electrical/fibre optic and hydraulic schematics, and other engineering drawings
• Computer literate in MS Word, MS Excel and MS Powerpoint
