Utilities Dept Manager

The Role:
• Plans, directs and controls all functions and operations of the Utilities Department including steam generation, desalination plants, sea water intake, and other utilities plants, utilizing technical and problem solving skills along with specialized engineering knowledge, to ensure that the department’s projects are budgeted, planned and implemented, to achieve reliable, efficient and safe operations at optimum cost.

• Ensures and maintains maximum unit capacities and quality products as per company specifications.

• Provides leadership in emergency situations and reestablishes normal operations as quickly as possible.



KEY ACCOUNTABILITIES
DESCRIPTION RESULTS REQUIRED
Management and Planning:
• Participates and supports the Vice President Refinery Operations Division in developing short-term, mid-term and long-term strategic objectives, goals and plans for the Utilities Department.
• Based on the strategic objectives of the Division, provides leadership for the development and implementation of Utilities Department policies, systems, processes, procedures, guidelines and controls and updates these as necessary.
• Participates in management and other meetings related to the operations of the Utilities Department. Amends plans as applicable or as governed by marketing and other operating constraints.
• Chairs meetings and forms committees for the resolution of operational concerns and improvement of plant performance and utility deliverables, providing technical advice.
• Highlights maintenance work to be carried out, and provides any specific instructions or procedures required related to safety and operations.
• Endorse and recommends Utilities Department Plant modifications, upgrades and expansions with the Vice President Refinery Operations Division, based on 5 and 10 year business plans.
• Integrates the activities of the Utilities Department with other Operations Sections.
• Acts as custodian of Utilities Department assets and ensures they are treated appropriately and safely.
• Performs supervisory functions and exercises financial authority at management level as established by the Delegation of Authority Manual.

• The corporate vision is translated into the Utilities Department’s operational plans in order to achieve overall company objectives.

Monitoring of Operations:
• Develops and coordinates the establishment of standards and procedures in each area and ensures the application of current legislation.
• Ensures that product quality targets are met without compromising safety, environment and cost objectives.
• Reviews the performance and maintenance costs for the Utilities Department plant and equipment and ensures that technical maintenance assistance is provided for equipment problems when necessary.
• Undertakes audits and benchmarking studies to improve competitiveness and profitability of the operations and ensures timely reporting of same to the Vice President Refinery Operations Division with corrective action plans when required.
• Ensures correct procedures are implemented to protect company assets and monitors that they are fully utilised, maintaining overall control of the execution of related contracts.
• Evaluates the economics of alternative materials and methods and endorse repair or replacement as necessary.
• Directs the Utilities Department Shut down and Start-up operation for Turnaround, or as required.
• Advises and arranges assistance with identifying and correcting chronic plant problems.
• Reviews Utilities Department related reports and KPI’s and notes variances from the operational plan and implements corrective measures.
• Ensures that timely, accurate and regular reports are prepared and submitted to the Refinery Operations Division Vice President to keep senior management informed of the progress of various initiatives to facilitate decision making.
• Assigns senior staff targets and objectives which align with business plans and monitors progress.


• The Utilities Department operations are undertaken in a cost effective manner, ensuring all procedures conform to company standards.




Modification Management:
• Studies and evaluates proposals for plant modification or improvements, including the preparation of appropriate recommendations, and ensures workability at the implementation stage.
• Issues and endorse all types of modifications requests and reviews and comments on the same at different stages.
• Supervises HAZOP studies and ensures the implementation of subsequent modifications and their workability.
• Contributes to the study and solution of operational problems.
• Reviews and comments on new projects and participates in the preparation of related operating and capital budgets.



• Takes responsibility for managing temporary modifications, including record registers for these changes and implementation of the Change Management Process (HSE-CP29) for the Utilities Department.
• Takes responsibility for conducting risk assessments, obtaining expert advice from concerned departments and coordinating with the HSEF Department. Ensures the implementation of the risk assessment outcomes.
• Responsible for Utilities Department projects follow up, pre-commissioning and commissioning.

• Improvements to plant operation efficiency, flexibility, reliability and safety are coordinated with HSE management as an integral part of the decision making process for changes in the Utilities Department assets, business processes, activities or tasks.
Health Safety Environment and Fire Procedures:
• Ensures staffs comply with all Health, Safety, Environment and Fire Management System standards, procedures and requirements.
• Arranges routine health, safety, and environment auditing.
• Ensures operations conform to sustainability policies.
• Endorse the requirements of over-riding safety devices to accommodate maintenance jobs and emergency cases.
• Reviews and recommends HAZOP studies as per the guidelines set by the company. Ensures implementation of all safety issues resulting from such studies.
• Assumes assigned role in the Incident Management Team as per the Facility Response Plan.

• The Utilities Department conforms to HSEF regulations and personnel are well trained in safety practices and emergency procedures to eliminate incidents/accidents.
• Operations Division incidents/emergencies are contained and controlled so as to minimise the effects and damage to persons, the environment, assets and reputation.
Managing the Utilities Department Budget:
• Prepares and recommends the annual business plan and the department’s capital and operating budget taking into account the company’s long-term production requirements and overall business plans.
• Controls actual expenditure to ensure it is within approved budget limits and reports variances to the Refinery Operations Division Vice President.
• Provides technical and financial input for investment proposals.
• Prepares analysis of operating costs and related information.
• The Utilities Department operates within an approved budget.

Material Stock Management:
• Reviews regular reports on Utility Department material use and stock and supervises the collection of required data and information for equipment condition monitoring.
• Ensures there is adequate spare parts and equipment to meet operational requirements.

• An adequate stock of materials and equipment is maintained to ensure routine and critical work is undertaken without delay.
Maintenance and Shut Down:
• Participates in all aspects of the Utilities Department maintenance planning and implementation, including the review of plant shut down and turn-around programmes in conjunction with production planning and maintenance personnel.
• Approves maintenance requests and monitors work progress in liaison with appropriate maintenance personnel.
• The Utilities Department demonstrates timely completion of tasks and compliance with safe operating practices and proper restart up operations are carried out safely and efficiently.
Replenishment of Chemicals:
• Ensures the integrity of materials flowing through the plant systems and the economic use of processing chemicals, additives and other consumables used in processing operations and ensures replenishment of such materials regularly.
• Adequate stock is available to meet the operation requirements of the Utility Department.
Staff Development:
• Mentors Section Developees, in accordance with the company’s Emiratisation policy.
• Supports development programmes to train, motivate and retain employees, providing formal and informal appraisal and feedback.
• Participates in the company’s recruitment committee as per management guidelines to recruit the best suited employees for the company.
• Leads and motivates the Utilities Department staff in identification of opportunities for continuous improvement in operations productivity and profitability.
• Identifies and resolves issues and conflicts in staff relationships.

• The Utilities Department Emiratisation targets are met.
• Department staff knowledge and skills are enhanced to maximise performance and section deliverables.
Miscellaneous:
• Performs other similar or related activities as assigned by the Refinery Operations Division Vice President. • That job accountabilities are completed in a professional manner as per job objectives.

INDEPENDENCE OF OPERATION
Latitude • Devises work methods according to general directives, policies and specialised professional standards.
Control • Reports to the Vice President Refinery Operations Division to resolve main issues relating to principles or policies. Completed work or projects are subject to general review by Vice President Refinery Operations Division.
• Determines schedules, priorities and methods for subordinates with significant independence.

WORK CONTACTS
Internal • Frequent contact with the Vice President Refinery Operations Division to submit reports, give feedback and take direction.
• Daily contact with the Utilities Department staff, especially Section Heads to provide instructions, receive information, advise, mentor and provide technical input.
• Contact with managers of other departments to discuss major problems, establish priorities and provide overall coordination of work.
• Frequent contact with the Maintenance Coordinator and Day Supervisor to ensure integrity and reliability of the Utilities Department plant.
External
• Contact with contractors to monitor work progress and with Group companies for coordination and problem solving.

JOB MINIMUM REQUIREMENTS:
Education: • B.Sc. in Chemical or Mechanical Engineering or equivalent.
Work Experience: • A minimum of 12 years’ experience in a major processing plant with at least five years’ experience at management level.
Skills: • Have knowledge of the Oil and Gas Industry
• Have experience with refinery utility operations
• High level of relevant technical knowledge and application
• Excellent organisational, management and planning skills
• Proven ability to educate and motivate
• Data analysis and report writing skills
• Full knowledge of DCS
• Must have good computer skills eg. MS Office, Maximo
• Ability to build relationships with staff and contractors with a focus on collaboration.
• Quick and sound decision making and judgement
• Ability to manage multiple priorities
• Ability to engage in technical discussion and run meetings with engineers and contractors
• Proficient in verbal and written English



PHYSICAL DEMANDS: WORK ENVIRONMENT:
• 60% of work time is spent in the office with minimal physical effort exerted. 40% of work time is spent in walking, standing, and climbing while in plant. • Duties are performed mostly in an air condition atmosphere. Exposed to prevailing weather and plant conditions for 40% of the work time.

Essential Skills / Qualifications:
A minimum of 12 years’ experience in a major processing plant with at least five years’ experience at management level.

Desirable Skills / Qualifications:
B.Sc. in Chemical or Mechanical Engineering or equivalent.
