Utility System Leader

Offshore 2015 - 2016

• Client HSE standards to be fully implemented and met during the commissioning phase of the facility.
• Satisfactory completion of Commissioning of his Systems in terms of quality of work, schedule and budget.
• Satisfactory completion of the commissioning “Ready For Start-Up” dossiers.

Primary Deliverables Throughout the Project, the main responsibilities of the Utilities Systems Lead Commissioning Engineer are:
• Promotion of HSE behaviour and ensuring that HSE procedures implementation by commissioning team.
• Knowledge, understanding and application of OPERCOM Pre-commissioning and commissioning methodology.
• Witness as appropriate the pre-commissioning activities performed by the EPCC and validation of the Ready for Commissioning dossiers.
• Witness of atshore Commissioning activities performed by EPCC to ensure that his Systems reach the Ready For Start-Up status as per planning.
• In charge of organisation and optimisation of offshore preparatory commissioning work for his Systems.
• Coordination with the Commissioning Discipline Superintendents.
• Liaison with the different Systems Leaders
• Liaison with Operation team and Start-up team to ensure that commissioning witness points are attended by all concerned parties and any points of concern are followed-up.
• Witness of the equipment preservation.
• In charge of execution of the offshore commissioning activities for his Systems.
• Ability to handle other sub-systems than initially attributed according to the work load.

Key Technical Deliverables ONSHORE Phase
• Definition of sub-system boundary limits. Definition of utility process systems pre-commissioning and commissioning scope within the sub-systems.
• Follow up the preparation of Pre-commissioning/Commissioning procedures and reporting tools (including technical databases, planning, punch list control) and the requisition for material, equipment, consumables and spare parts for his Systems.
• Approval of contractor’s methods and strategies for commissioning. Approval of contractors system commissioning procedures and Operational Test Procedures.
• Ensure all pre-commissioning and commissioning execution activities are carried out safely and in accordance with the project HSE plan.
• Witness contractor’s performance of pre-commissioning to achieve mechanical Completion on a sub-system basis
• Knowledge of commissioning completion system (ICAPS). Other completion system experience is relevant.
• Approval of contractor’s commissioning planning and follow up of progress.
• Approval of contractor’s punch list activities and control of punch list items including sign-off of punch list items.
• Witness contractor’s performance of onshore commissioning including process systems leak tests to achieve RFSU on system and sub-system basis.
• Approval of contractor’s pre-commissioning and commissioning dossiers.
• Follow up of contractor’s FAT activities at supplier premises.
• Follow-up and review of contractor’s pre-commissioning and commissioning dossiers.
• Progress reporting and planning for all activities related to the above duties.

Responsible of Offshore commissioning activities for his systems including
• Assistance and contractor follow up during off-shore installation, hook-up and pre-commissioning
• In charge of the offshore commissioning.
• Assistance to production start-up.
• Identification and mobilization of materials, vendors, 3rd party required for offshore commissioning activities
• Responsible for the mark-ups drawing (“As commissioned documents”)
• Responsible for preparation and execution of the OTPs.
• Responsible for PL follow-up of his systems.
• Compilation of Commissioning Dossiers.
• Progress reporting and planning for all activities related to the above duties. (progress, man-hours, punch lists …) to the Commissioning Site Leader.

Key Experiences Requirements
• Minimum 15 years of commissioning experience in his discipline on large Oil and Gas facilities.
• Previous experience working in Korea for Oil and Gas facilities.
