The Company:
Our global leading client is seeking highly skilled, experienced & capable contract international employees to work on a large multinational complex oil & gas project.

The Role:
Our client is seeking an experienced Vendors QC and Expediting Leader to check and follow-up on all work related procurement performed by the contractor
To manage a team of 3 people (2 Inspection Engineers and 1 Expeditor)
To ensure that these activities are performed in accordance with the contract requirements, the company rules and specifications, quality procedures, best work practices and applicable laws.
Activities:
To assist the Engineering Leader and the package manager in all activities related to procurement
To follow-up all procurement activities, including expediting and inspection, in accordance with project and company procedures and requirements
To coordinate and plan the work of Third Party Inspection Agencies (Notification for inspection, expedite reports)
To manage the information flow, receive Vendor queries and ensure that responses are given in due time.
To coordinate the Vendors and Sub-Contractors pre-qualification process (pre-qualification by company headquarters)
To communicate with contractor procurement team to solve day to day problems and provide advice on the resolution of supply chain disputes
To report to the Package Manager, highlighting areas of concern, cost and schedule drifts
Review contractors QA/QC procurement plans and procedures to verify if they comply they comply with contractual obligations and establish how contractor ensures adherence with its procedures/process approved by its management.
Review in coordination with QA Engineer, the contractor’s procurement QA/QC organization to verify its adequacy and effectiveness to address all quality issues.
Ensure that the inspection points are attended as indicated in the QC inspection plans and periodically review the QC records
Plan, perform and record QC inspections of Contractor and Vendors. Maintain an audit report tracking database and issue regular reports about the Non Conformity registered and closed.
Advise the package manager and the project quality engineer regarding the need for audits on the contractor and its suppliers (and perform when possible)
Review contractors purchase orders to verify if the contractual QA/QC requirements have been included in purchase orders
Participate to KOM and PIM with subcontractors and Vendors when needed
Ensure that Certifying Authority verification points are implemented in Quality control plans/ITP
Review, comment and approve contractors QA/QC documentation/dossiers for correctness and conformity prior to structured handover to commissioning team.
Maintain in coordination with the QA Engineer, the package Quality records
Ensure that traceability is properly implemented in the supply and implement random PIM checks
Ensure, in collaboration with the QA Engineer, that proper root cause analysis of contractor quality failures is undertaken and conclusions are reached and corrective actions undertaken.
Participate in contractor investigations of significant Quality failures
Lead regular (quarterly or bi-annual) Quality reviews with contractor to review quality KPRS, quality improvement efforts quality issues/failures, NCR trends, FPR trend etc
To promote all actions in order to reach suitable Safety and Environmental performances during the contract execution

Essential Skills / Qualifications:
Graduate engineer, familiar with large construction contract
At least 10 years experience of QC activities in Oil & Gas projects
Fluency in English
The successful candidate will have to attend the Company HSE trainings mandatory for this position.
