The Role:
Operations Project Support (OPS) require Water Projects Support Representative services. Need to provide leadership for all the operations and maintenance department activities such as Operations Assurance (OA) Operations and Maintenance Philosophy and Plan, system completion, prioritization, shut-down and start-up plans. Service provider is to ensure that the project planning focus project operability, safety, highest operational reliability and mechanical integrity of the constructed facilities. Additional responsibilities include compliance with all the safety team, which will support the project effort and environmental requirement to ensure safe construction without any accident or environmental incident. Service provider is the Owner of the Operating Plan and works hand in hand with the nationals to support the above topics as well as the responsibilities below.
•Serve as key interface between the Project and Operations/Maintenance, OPS has the Delegation of Authority to speak on behalf of either group.
•Responsible for providing knowledge of existing operations.
•Provide operations and maintenance leadership to ensure all project activities lead to a safe design, construction, and incident free shutdown and startup of operational facilities.
•OA Process is owned by OPS, with support by the project team. OA Roadmap will be a produce during the process. OPS is responsible for the development of the framework of the OA documents required based on the gap analysis.
•Develop OE Roadmap and ensure Operations Consultant sections are kept up to date.
•Ensure the design / engineering effort is consistent with the operational needs.
•Ensure the project design meets all Hazard and Operability (HAZOP) Analysis (based on design release P&IDs and detailed equipment layout), Process Hazard Analysis (PHA), Management of Change (MOC’s) and Pre-Startup Safety Review (PSSR) requirements, this includes ensuring recommendation resolutions are acceptable to operations and maintenance.
•Develop and implement plans in order to establish a fully functional Operations Group that supports the project requirements.
•Interfaces with Clients on budgets for operators and maintenance training and startup cost (includes expendables)
•Manage development of Phase 3, 4 and 5 deliverables.
•Manage and schedule tie-ins and other interfaces to existing facilities with facility owners.
•Ensure Project design meets Safety in Design (SID) Safety Instructions and Safe Practices.
•Advocates safety in design (SID) based on field experience. Participate in SID review walk downs for 25%, 50%, 75% and 100% of completion.
•Participates in (Project Execution Process) CPDEP processes and value improving practices.
•Participate in Lessons Learned from other Projects.
•Assist in the Republic of Kazakhstan (RoK) Technical Commissioning Review.
•Assist in the Working Commissioning Review.
•Review and asset with project team implementation of Operations, Reliability and Maintenance Integration (ORM) and SERIP (Surface Equipment Reliability Integrity Process)/CMMS.
•Participates in final handover of documents and handover of an operating unit to Operations and Services.

Essential Skills / Qualifications:
1.At least fifteen (15) years experience in project, operation, and commissioning support. Refinery and or field operations experience required.
2.At least five (5) years experience managing and planning (lead role) pre-commissioning and commissioning activities.
3.At least three (3) years experience using project completion management process software such as WinPCS, Falcon Global (Zenator or Pathmaker), or equal.
4.Good people skills with the ability to work with multi-national workforce.
5.Good written and verbal communication skills to present reports to management and team members.
6.University Degree or Certification from City and Guilds Institute of London or equivalent.
