The Role:
•Perform routine surveillance, inspection and monitoring of the NDE and Welding Activities carried out on the Construction sites and Contractor’s work shops. Ensure implementation of all requirements of relevant Codes & Standards, Welding Specifications, and Method Statements;
•Ensure all mandatory and planned site inspections have taken place prior to task commencing. Assist PA with Method Statement, RAMS, P&ID and Technical specifications
•Ensure the quality of products /consumables/ materials comply with requirements of established Standards & Specifications;
•Ensure all the personnel employed and operating in welding and NDE activities is duly skilled and qualified in accordance with the applicable specifications, codes and regulations;
•Ensure that all the utilized equipment and consumables are of the appropriate and approved/certified type and there are in a good status of maintenance and sufficient in number;
•Follow and assists the Contractors on the process of issuing, qualifying and implementing their NDE and welding procedures in accordance with approved relevant technical documents;
•Ensure the Inspection & Test Plan of each activity is fulfilled and “hold points” are completed in due time;
•Systematically inspects Contractors work shops and construction sites and report / advise any problem concern regarding HSE in particular for NDE and welding activity;
•Advise Contractor to implement their HSE in full compliance with – HSE policy.
•Supervise critical stages of the activities
•Ensure PA is using correct tools, equipment and PPE corresponding to work conditions and plant (work site) particularly
•Review risk assessments and method statements (RAMS) for task/work scope
•Remain at the work place at all times when the PA carries out works to ensure safe work performance.
•Report any unsafe act or unsafe conditions in the area in line with the HSE Procedure.
•Attend initial first issue Permit to Work (PTW) meeting. Countersign PA section of associated work permit. Attend and participate in all tool box talks
•Ensure on-going good housekeeping of the work site. Ensure site is left in a clean, tidy and safe manner for hand-over to operations on completion of the work
•Prepare daily construction report In addition Welding and NDE Inspector I also must:
•Coordinate and supervise NDE and Welding Inspectors teams during peaks of workloads in cases of planned/unplanned shutdowns and urgent/emergency activities;
•Prepare and carry out training for national NDE and welding inspectors as well as for Contractor’s welders and inspectors. Ensure continuous training on the job by close mentoring of people.
•Inspect and assist Contractor during qualification of welders;
•Review / comment Work Packs, Procedures, Specification and other project technical documentation, including Contractor’s documentation, regarding NDE and Welding. Actively participate in maintaining and upgrading of this documentation in compliance with Codes, Rules and industry best practices;
•Audit, inspect equipment of Contractors. Advise and assist Contractors in maintaining and upgrading their equipment to ensure high quality job. Trouble shoot equipment breakdown and advise on ways to eliminate the equipment failure.

Essential Skills / Qualifications:
Welding & NDE Inspector I: secondary professional (technical) education and not less than 2 years of work experience asWelding & NDE Inspector II;
Welding & NDE Inspector II: secondary professional (technical) education and not less than 2 years of work experience as per speciality.

Must have inspection skills and experience on equipment fabrication / repair and inspection / NDE techniques;
· Must have supervisory and coordination skills;
· Effective verbal and written communication skills in English.
· Demonstrated ability to manage multiple simultaneous tasks;
· Analytical capability to review processes and to determine gaps and constraints, and to generate proposals for improvement;
· Demonstrated computer literacy with particular emphasis on Microsoft Office Suite of programs.

Desirable Skills / Qualifications:
Knowledge of:

Local Rules and Laws, Codes, local and international Standards, best industry practices regarding NDE and welding;
· Project Specification and Procedures (including those of Contractors) for materials and construction and, particularly, NDE and welding inspection;
· General procedures and practices for NDE and welding performance during construction and personnel qualification;
· HSE policy and procedures;
· Must have a thorough understanding and be able to interpret local and international Codes (ASME, API, NACE, GOST, SNiP);
· Must be familiar and have past experience with inspection and repair
