The Role:
JOB TITLE: Welfare & Recreation Manager
REPORTS TO: Project Manager
SITE BASE: RAPID Project, Pengerang, Johor, Malaysia
ROTATION: 8 weeks ON and 2 weeks OFF cycle

JOB PURPOSE
* To assist in the implementation and delivery of the RAPID Project strategic Welfare plan by leading and being fully accountable for the development, delivery and promotion of the new welfare support service.
* To promote public awareness of the work of the Welfare Function in RAPID Camp and surrounding areas.
* Getting the service up and running
* Ensuring the team (staff and volunteers) provide a holistic and personalised approach to meeting the needs of beneficiaries.
* Building good working relationships with the local authority, statutory and voluntary agencies and other key partners.
* Building good working relationships with the welfare support services team
* Liaising with Senior Management Team to ensure the service is well managed in line with its project plan.

MAIN DUTIES AND RESPONSIBILTIES
Maintaining Operational Standards:
* To support the aims and objectives of the Welfare Function
* To comply with the culture and policies governing the Company.
* To deliver services against agreed objectives, project indicators, plans and deadlines.
* To ensure operational standards are adhered to at all times.
* Develop mechanisms to ensure that service delivery is independently evaluated on a regular systematic basis by consulting with service users.

Managing/Delivering Welfare Services - * Establish, induct, manage and develop the staff and volunteer team to best meet beneficiary needs in as flexible a way as possible.
* Ensure all project staff and volunteers are appropriately trained in order to carry out their duties.
* Deliver direct client support to those service users whose cases are regarded as most complex.
* Arrange, supervise and promote provision of psychologist specialist support to RAPID Camp residents
* Develop an understanding of beneficiary numbers and needs within the area and reflect these in the welfare support services provided through an integrated approach.
* Ensure services provided meet the required quality standards.
* Take responsibility for delivering services and support within allocated budgets.
* To process finances in relation to welfare services in a timely fashion.
* To ensure adequate cover for the delivery of the service at all times.
* To work alongside the senior management team to submit reports to funders as and when required.
* To ensure accurate and meaningful volunteer records for the purposes of statistical analysis and service delivery.
* Fulfil funding output requirements as a minimum, exceeding wherever needs and resources are viable.
* To provide regular quantitative and qualitative information evidencing the outputs and outcomes of the welfare support being delivered.
* Take responsibility for health and safety in the area under your control and ensure that you are familiar with the organisations policy statement on health and safety.
* Ensure adequate risk assessments are undertaken for all the Welfare Support Service Activity.
* Ensure effective allocation and management of volunteer resources, matching skills and individual expectations to the delivery of objectives.

Essential Skills / Qualifications:
* Ability to work in extremely large (60,000-72,000) man remote camp installation
* Ability to fulfil duties of overall RAPID Camp Welfare Manager in large remote camp installation encompassing welfare and wellbeing of extremely diversified nationality camp population
* Ability to work and lead large multinational Welfare Team up to 45 members at peak
