General Position Definition
RDS Wells related spend is expected to grow from the current 30% to 50% of total RDS CAPEX by 2020, which makes Wells CP a major contributor to the Group Upstream CP activities. The P&T Wells CP organization, located in Rijswijk, provides guidance and support to the Regional Wells CP activities and also contributes to the execution of start-ups of New Country/Area entries for this client. The overall objective is to make CP a competitive differentiator for the client. This is achieved via Global Category Management, Supplier management, Contract Management, and provision of Contracting services.

The Unconventional Gas and Deepwater businesses are such key strategic growth areas. These projects demand a high level of project, technical, and operational assurance to meet promises on HSE performance, sustainable development, production, costs, and timely delivery.

Position description - Purpose
Purpose The main task of the incumbent will be to provide Contracting and Procurement (CP) support for the start-up of new Exploration Ventures. The involvement commences during the start-up period of the New Venture, until the Exploration / Early Appraisal Phase program has been delivered.

The incumbent will be a key member in a team of Contract Engineers, reporting to the CP Team Lead, while in the project organisation she/ he will also have a dotted reporting line to the Wells, Subsurface and the Logistics teams.

She/ He will execute the full spectrum of CP activities, and personally tender, award and execute Wells, Subsurface, Logistics and Civils contracts.

Position description - Accountabilities
Accountabilities Contract Engineer, tasked to provide the full range of CP support to safely deliver several complex Exploration wells. The incumbent will be an important player in this team, and shall ensure full compliance with Client's Business Principles, Anti Bribery and Corruption guidance, Client's CP in New Ventures procedures. The responsibilities can be described in more detail as follows:

Pre-Award phase:

• Support development of strategies and tactics for Contracts that meet the project drivers, are fully integrated across the Project, and are supported by all key Stakeholders
• Support Supplier pre-qualification (Technical, Financial, HSSE)
• In close cooperation with Contract Holders, prepare and issue invitations to tender
• Ensure that the approved HSSE standards and Goal Zero policy are fully incorporated in the process of contractor selection and in the subsequent work execution phases
• Run the tender clarification process and negotiations with supplier(s) when required
• Develop tender evaluation plans and conduct bid evaluation
• Prepare and present submissions to the Tender Board for endorsement of contracting strategy, tactics and award recommendation
• Prepare and execute final contract documents
• Use, and comply with, the Records Management system for CP
• Support the set-up of and manage the contractual input for the RtP system

Post –award:
• In close cooperation with the Contract Holders & Owners, develop and execute Contract Management Plans
• Provide Commercial Support for Contract Holders during contract execution, and contribute to continuous performance drive
• Prepare and execute Contract Variations
• Full close-out of the Contracts


Build and maintain close working relationships with the Venture Project team and various internal disciplines.

Recognize the different cultural and diverse characteristics that influence the work and contracting environment, and address local content development opportunities / requirements.

Provide exemplary HSSE leadership to ensure Client's Group HSSE Policies and Initiatives are disseminated, understood and integrated in all contracts, adopted by the contractors and their subcontractors.

• be independent, a self-starter who can produce results with a minimum of supervision, and a team player contributing to the overall roles & responsibilities of the Venture team.
• Maintain performance and HSSE standards while complying with local content requirements
• Conduct communications with Venture staff and Contractors.

Essential Skills / Qualifications:
Experience and Qualifications required
• At least 5-8 years of hands-on C&P experience with high value/ high risk services contracts preferably with Wells and/or EPC(M) contracts, including:
- Contracting strategies Implementation
- Preparation of Invitation to tender packages
- Execution of Tenders including, tender clarifications, negotiations with suppliers
- Finalizing contract documents
- Developing Tender evaluation models and bid evaluation
- Finalization of contract documents
- Supporting contracts through execution

• Bachelor degree preferably in Engineering, Business, or Law degree
• Previous experience in Upstream Oil- and Gas Contract preferably in Wells
• Effective communication skills, both internally and externally
• Previous experience in a multi-cultural / diverse environment is a must
• Able to cope with complexity and uncertainty
• Analytical and negotiating skills
• Fluent written and spoken English, including experience drafting documents in
